The Office of Audit and Investigations (OAI) reports to the Administrator and is responsible for internal audit and investigations services to UNDP and its affiliated entities. OAI provides independent, objective assurance on the effectiveness of risk management and the effectiveness and adequacy of internal controls. OAI also responds to allegations of misconduct by conducting and reporting on investigations.

The Investigations Section of OAI is responsible for conducting investigations into allegations of misconduct, such as mismanagement, fraud, corruption, retaliation on whistle-blowers, workplace harassment, sexual harassment, abuse of authority, violation or willful disregard of UNDP regulations, rules, and administrative instructions, that involve UNDP staff, contractors and other applicable persons.

OAI conducts investigations in accordance with the Uniform Principles and Guidelines for Investigations, the UNDP Legal Framework for Addressing Non-Compliance with UN Standards of Conduct, and the OAI Investigation Guidelines.

OAI seeks to engage suitably skilled and experienced international personnel under the International Personnel Services Agreement (IPSA) to support OAI in conducting Investigations.

Duties and Responsibilities

The Investigations Analyst reports to the Investigations Specialist – Team Lead West and Central Africa, under the overall supervision of the Deputy Director (Investigations). The primary role of the Investigations Analyst is to assist the Investigations Specialist and the West and Central Africa team in conducting all aspects of an investigation.

The specific tasks that will be required of the IPSA holder are listed below. The IPSA holder:

  • Assists in conducting investigations to ensure that all appropriate lines of inquiry are identified, and investigation resources are used effectively and efficiently to factually determine the issues relevant to an investigation;
  • Assists in the identification, collection and analyses of information, using software, internal data and open-source information relevant to investigations, demonstrating an understanding of information security and confidentiality issues relevant to investigation;
  • Assists in interviewing witnesses, showing appropriate communications skills, accurate recording and verification of testimony through the use of interpreters as required;
  • Assists in the collection, recording and handling of evidence appropriately, ensuring chain of custody and demonstrating knowledge of handling considerations for different types of evidence;
  • Assists in the interview of Interviews subjects in accordance with generally accepted best practice procedures (in order to obtain reliable information, while affording due process);
  • Draft reports of a high standard, including Investigation Reports, Closure Reports, Closure Notes and Investigation Plans;
  • Keeps the Investigation Section’s database and case files up to date on cases under investigation;
  • Proposes action to close matters where appropriate;
  • When required, assists OAI Investigators in other regions with preparing interview plans, participating in witness interviews, recording testimony and preparing witness statements and subject interviews;
  • May undertake missions to UNDP offices in West and Central Africa, including areas with hazardous working conditions.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The IPSA Investigations Analyst will be tasked by the Investigations Specialist – Team Lead West and Central Africa. All work products produced by the Investigations Analyst as a result of this engagement are owned by UNDP and shall be submitted to OAI’s Investigations Section (IS).

Desired skills in addition to the competencies covered in the Competencies section:

  • Demonstrated experience in writing and editing, preparation of communications material is desirable.
  • Knowledge and understanding of working within an international investigation office is desirable.
  • Experience in working in criminal or administrative investigations is desirable.
  • Experience in and knowledge of the UN/UNDP’s policies and procedures is desirable.
Required Skills and Experience
Education:
  • Advanced university degree (Master´s degree or equivalent) in intelligence research, criminal studies, investigations, law, journalism, social science, or related field is required, or
  • A first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Master´s degree.
Experience:
  • Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of work experience in the field of research and analysis, investigations and/or legal experience relevant to the duties of this position

Required Skills:

  • Demonstrated ability to use the following tools: Microsoft office suite; presentation software applications.
  • Demonstrated ability to conduct interviews.

Language:

  • Fluency in English is required.
  • Fluency in French is required.
