Are you looking for an opportunity to use your background in real estate appraisal or assessment to improve both local and state government? Do you want to work closely with town and city officials on work that impacts virtually every person in our state? Property Valuation and Review at the Vermont Department of Taxes seeks a District Advisor in the Southern portion of the state to provide crucial support and education to local officials.

This position will work closely with about 40 municipalities to help ensure they understand and comply with their statutory requirements in relation to their Grand List and its maintenance, including providing support on valuation of properties, Current Use, reappraisals, and more. They will report directly to the Property Valuation Field Director and will work closely with the Division Director, Assistant Director, Senior Fiscal Analysts, municipal officials and more.

Key responsibilities of this position include but are not limited to:

  • Providing training, education, and support to municipal officials to maintain the statewide grand list for the purpose of education funding.
  • Conducting detailed analyses of municipal assessment practices through the annual Equalization Study.
  • Participating in division and department initiatives, including gathering requirements and testing changes made by developers for software projects, working on legislative initiatives and reports, and more.

The ideal candidate will have:

  • Experience in real estate appraisal or assessment.
  • Knowledge of local government.
  • Excellent communication skills, including the ability to communicate challenging topics to individuals with varied backgrounds.
  • A desire to continue to learn and grow.

This is a full-time, home-based, field position central to the southern portion of the State. Applicants will need to have reliable personal transportation to attend periodic meetings in the Montpelier main office and to conduct on-site visits with town officials generally in Bennington, Rutland, Windham, or Windsor counties. This position is a Pay Grade 23, Step 1 with a rate of $25.43 per hour, however, there is potential to be hired at a higher step depending on the individual’s education and experience. For more information, please review the Hire into Range policy. This position is eligible for an office allowance and will be reimbursed for allowable business travel expenses.

About Property Valuation and Review

The Division of Property Valuation and Review (PVR) provides support and training to municipalities and conducts annual ratio studies which estimates fair market value and equalizes the grand list for education liability purposes. Additionally, PVR administers the Use Value Appraisal Program, “Current Use” which provides a property tax benefit for landowners who practice long-term forestry or farming.

Background Checks

This position will primarily support the Department of Taxes. Candidates must agree to be fingerprinted and pass a background check to be eligible for this position, which will involve access to sensitive federal tax information. Background checks are required by the Internal Revenue Service and are authorized under Vermont law. 3 V.S.A. § 241. In accordance with VDT Standard Operating Procedure 2018-01, Background Investigations, Vermont and national criminal record checks will be conducted on all candidates. Candidates will have the right to withdraw their application before fingerprinting or a background check is conducted.

Environmental Factors

Duties are performed in the individual municipalities in the district to which assigned. An incumbent will be required to speak at public meetings which may be scheduled in the evenings with municipal and city managers, selectmen, listers and school board members present. Extensive travel is involved for which private means of transportation must be available. An incumbent is expected to deal constructively with irate taxpayers and public officials. The Advisor will be required to dedicate a portion of his or her residence to field office work.

Minimum Qualifications

Bachelor's degree or higher AND three (3) years or more of experience at or above a technical level in property assessment, property tax administration or real estate appraisal.

OR

High School diploma or equivalent AND five (5) years or more of experience at or above a technical level in property assessment, property tax administration or real estate appraisal.

Special Requirement: Employees who have not completed an advanced appraisal course approved by the Property Valuation and Review Division are required to complete it within two years of appointment.

An incumbent must be prepared to live within their assigned district.
