Function/Duties of Position
- Lead OHSU’s export control program to ensure compliance with applicable laws, rules, and regulations. This includes serving as a resource to offices (such as HR, Office of International Affairs, Purchasing and Contracts, ITG, Research Development and
Administration) tasked with determining whether a person, entity, agreement /contract, technology, or item is subject to export controls. Serve as a consultant and subject matter expert to OHSU Logistics to provide evaluation of international shipments for export compliance requirements including Schedule B and ECCN classification, EEI filing, and license determinations. Collaborate with principal investigators and members of the OHSU community to identify sensitive or controlled materials and technologies in order to develop appropriate control plans.
Lead the implementation and oversight of OHSU’s research security program in collaboration with other responsible departments.
- Advise faculty, staff, and management when travel restrictions relating to the export control and research security regulations apply.
- Oversee the conduct of reviews of all international travel to ensure compliance with regulations. Oversee the maintenance of export controls systems and the OHSU export controls web page.
- Provide classification, licensing and exemption information for exports and deemed exports.
- Manage export license and permit applications as needed for Commerce, State, OFAC and CITES.
- Oversee education including development, preparation and publication of training materials, presentations, compliance policies and operating procedures.
- Oversee all employee, student, volunteer, PO Externals, and vendor export compliance screening.
- Interfaces with government agencies on export control issues when required.
- Other duties as assigned.
Required Qualifications
Bachelor’s degree
5+ years of export related experience
Working knowledge of the EAR, OFAC and ITAR plus other regulations as needed (e.g.: CITES, NRC, DoE, DEA, FDA); excellent presentation skills; high level of initiative with the ability to perform work with limited supervision; strong project management skills; excellent oral and written communication; advanced proficiency with electronic systems and software.
Preferred Qualifications
- Master’s degree
- Experience in a university research setting
- Preferred knowledge of NSPM 33 requirements for research security
- Export Compliance Professional (EAR/ITAR) certification or similar professional certifications

This position requires the ability to work remotely; travel to the Portland metro area may also be required, including exposure to laboratory environments; Monday-Friday, day shift
