The New York State Department of Civil Service serves as the central personnel agency for the Executive Branch of the New York State government. Established in 1883, it holds the distinction of being the oldest state civil service system in the United States. The Department's primary mission is to build and maintain a qualified, diverse, and vibrant workforce that serves the people of New York with excellence. These services include recruitment, examination planning and administration, job classification, and compensation analysis. Furthermore, the Department oversees the New York State Health Insurance Program (NYSHIP), which is one of the largest public employer health insurance programs in the nation, covering over 1.2 million state and local government employees, retirees, and their families. Through its Employee Benefits Division, it also manages dental, vision, life, and disability insurance programs.

In addition to its core functions, the Department of Civil Service is dedicated to modernizing the state's workforce through initiatives like the 'NY HELPS' program, which streamlines the hiring process for critical positions.
