This position is required to manage the remote field operation engineers who are responsible for the 210+ Deep Listen TV data collection sites in the USA and Canada. These systems must remain running in an optimum state, with a goal of a constant reliability rate of 98.00% or better.

Scope: The position requires architecting and foresight on important decisions that impact all of the TV data for the company and requires making constant decisions that impact systems performance, data accuracy and budgets. It also requires the ability to manage outside vendors, site contacts and operational costs, keeping finances low and reliability high.

Impact/Accountability: At all times the incumbent should present a positive, professional company image and demeanor. The position requires keeping a pulse of what is occurring remotely on all the collections sites around the country and getting updates from the remote Field Engineers. Some of this information is then conveyed to other departments. This is done various ways as daily statistics, project documents or status reports. The manager has a financial responsibility to keep the operating costs of the data collections sites at or below the established budget. This includes costs such as rent, utilities, data communication, equipment maintenance, shipping and travel for support.

In all communication and contact, both internal and external, the incumbent must be persuasive, yet diplomatic, while at all times keeping company needs and interests as the ultimate goal.

Essential Responsibilities:

  • Establish and maintain daily, a strategic Field Operations plan that supports the overall business plan for the company.
  • Be responsible for the health of the entire TV collection deployment, including any escalated or ongoing issues for development teams.
  • Daily, follow-up and consult FEs on outstanding local collection site problems.
  • Dialog with third party maintenance, local site contacts and other vendors to resolve contract or invoice issues.
  • Budget reviews and cost tracking to maintain budgets within the established guideline.
  • Liaison to the production departments to explain technical issues regarding data collection and downtime.
  • Travel to various cities, as necessary, possibly on less than 24-hour notice, for support issues that FEs may have difficulties with.
  • Develop and coordinate project plans, which typically include, but is not limited to, local site moves, monitoring expansion (channels and markets), contract negotiations and technology upgrades.
  • Interview potential Field Engineer candidates for any open positions.
  • Coordinate with all downstream departments that receive TV data, to maintain notification, integrity and resolve dataflow/client issues.
  • Provide 24/7/365 on-call support on all the above for any escalated matters outside of normal procedures.
  • Other duties may be assigned.

Requirements

Competencies:

Knowledge in all areas of television hardware and practices - Cable, Satellite, Antenna, Internet

Remote troubleshooting skills

Discipline to work 24/7/365 as top-tier backup support for various issues.

Methodical troubleshooting skills.

Spreadsheet, word processor, file conversion skills

Extensive communication skills

Ability to manage outside vendors & contacts.

Ability to coordinate & work with internal departments and/or groups.

General accounting.

Knowledge, Skills and Abilities:

  • Civilian or military technical training.
  • Demonstrated job knowledge and experience.
  • Demonstrated troubleshooting and problem isolation skills.
  • Extreme attention to detail and organization
  • A working knowledge of the following areas:

a). PC Operation including diagnosis and repair to circuit level of hardware

b). Software installation and setup on hard drives, bios or firmware upgrades

c). Basic setup and programming of VPN firewalls

d). RF reception for radio and television (General antenna theory).

e). General understanding of cable signal operation.

f). Antenna cabling and signal distribution.

g). General basic electronics.

h). Use of some power and hand tools.

i). Basic electronic test instruments.
