Overview
LMI is seeking a seasoned Senior Human Capital Consultant to support a Department of State client to improve their workforce efficiency and experience. The Human Capital Consultant will serve as a SME to deliver talent and process management assessments of the DoS Passport services capabilities, advise DoS leadership with viable plans to meet mission goals, and improve Passport services delivery nation-wide. The candidate filling this position must be proactive, articulate, and comfortable interacting with key leaders at DoS. All candidates must reside in the Washington DC region and will be mainly remote, with the ability to attend work on-site as needed.

Responsibilities
- Support the comprehensive Human Capital organizational assessment of Passport services across agencies centers at the direction of a Senior Consultant
- Capture a formal Human Capital Management plan for key leaders and critical passport service functions
- Assess, capture, and publish and enable staffing models that are sustainable for future skill sets needed at the DoS
- Capture roles and responsibilities of key leaders in current and to-be state
- Support a Sr. Consultant in all deliverables
Assist in briefing assessment findings and recommended courses of action to DoS
- Provide detailed analysis of resource alignment needs across DoS Passport services domains and capabilities
- Aggregate and track all correspondence to DoS and LMI leaders as it relates to Human Capital support
- Developing procedures, plans, schedules, and documents required for execution of the human capital assessment process in support of PMO function and HC Sr. Consultant
Qualifications
Required:
- 5-7+ years of experience advising and or functioning as a Human Capital expert to government and/or military organizations at the mid-manager level
- Bachelor's Degree preferred in business, management, engineering management, organizational psychology, and or Human Resources
- Experience in direct support to multi-quarter and/or multi-year research efforts that drive organization change and transformation
- Must be self-starter, affable teammate, and client-detail oriented.
- Must be able to work with multiple stakeholders in different parts of the country both in person and through remote technologies
- Proven ability to plan, prioritize and execute on multiple workstreams at one time
Preferred:
- Consulting experience with the Department of State (or similarly sized and mission-oriented government organization or intelligence agency) and/or the US Military at unit staff level
- Change Management, PMP, Six Sigma, and/or Lean Methodologies certification (or direct experience applying)
