The Leidos Digital Modernization Sector is seeking a Program Analyst; this position will allow for full time telework from any U.S. based location.

POSITION SUMMARY:
Are you a strategic thinker with a passion for transforming complex technical data into powerful executive narratives? The Chief Data & Analytics Office (CDAO) is seeking a Strategic Program Analyst to serve as a key architect for our performance and value realization strategy. In this high-visibility role, you will bridge the gap between world-class technical engineering and executive decision-making.
You will be tasked with translating sophisticated technical milestones across our AI and Data portfolios into clear, measurable business outcomes that demonstrate tangible ROI to enterprise stakeholders. We are looking for a candidate who excels at creating operational transparency, driving accountability through data-driven storytelling, and ensuring that strategic investments yield significant, quantifiable impact.

PRIMARY RESPONSIBILITIES:

Strategic Governance (Strategy-to-Action)

  • Roadmap Orchestration: Maintain the master Strategic Performance Tracker, ensuring every technical initiative is mapped to a corporate priority and a clear ROI value statement.
  • Performance Alignment: Conduct monthly performance reviews with Technical Directors to update outcome-based metrics and identify strategic blockers.
  • Outcome Enforcement: Audit organizational reporting to transition teams from "activity-based" status updates to "outcome-oriented" results that prove business value.

Visualization & Executive Dashboarding

  • Performance Intelligence: Build and maintain centralized executive dashboards (Power BI/SharePoint) to provide real-time visibility into high-priority strategic initiatives.
  • Executive Storytelling: Create high-fidelity visualizations and "Value Stories" for leadership briefings to communicate project health and impact.
  • Service Marketplace Management: Partner with UX and Communications teams to maintain our internal Service Catalog, showcasing technical success stories to business partners.

Metric Design & Performance Analytics

  • KPI Standardization: Work with Technical Leads to identify and automate key performance indicators that signal project health, efficiency, and adoption.
  • Value Analytics: Develop reports tracking technology consumption costs versus realized business value to ensure optimal resource allocation.
  • Industry Benchmarking: Compare internal performance against industry standards to drive organizational maturity and ensure best-in-class service delivery.

Strategic Governance & Continuous Improvement

  • Roadmap Orchestration: Maintain the master Strategic Performance Tracker (S2A), ensuring every technical initiative is mapped to a corporate priority and a clear ROI value statement.
  • Performance Maturity Audits: Conduct monthly performance reviews with Technical Directors to identify strategic blockers and move teams from "activity-based" reporting to "outcome-oriented" results.
  • Continuous Improvement (CI) Framework: Identify operational inefficiencies and lead small-scale "Transformation Sprints" to refine CDAO internal processes, ensuring we are a "Customer Zero" for our own automation tools.

Change Management & Adoption

  • Stakeholder Engagement: Support the LEAD Product Manager in developing and executing change management plans for the rollout of new LEAD platform services, ensuring functions and sector partners understand the "why" and the "how" of adoption.
  • Adoption Monitoring: Utilize observability tools (e.g., NexThink) and user sentiment analysis to identify friction points in the user journey and iterate on service delivery.
  • Risk Mitigation: Proactively identify and manage organizational resistance to AI adoption, creating "Value Stories" that illustrate the benefits of new capabilities to specific business personas.

Executive Communications & Storytelling

  • Performance Intelligence: Build and maintain high-fidelity executive dashboards (Power BI/SharePoint) that provide the "Glass Box" transparency required for ELT decision-making.
  • Strategic Narrative Design: Lead the creation of visual content and briefing materials for the Monthly All-Hands and Executive Operational Reviews (MORs), translating technical "substance" into business "value."
  • Service Marketplace Stewardship: Partner with UX and Communications teams to manage the internal CDAO Service Catalog, ensuring our "storefront" effectively markets our technical success stories and ROI to the enterprise.

BASIC QUALIFICATIONS:

  • Bachelor’s degree in Data Analytics, Business Intelligence, Finance, or a related field;additional years of experience may be substituted in lieu of a degree.
  • 4+ years of experience in business intelligence, strategic performance management, or management consulting.
  • Expert proficiency in Power BI, Tableau, or similar executive-level visualization tools.
  • Strong understanding of OKR (Objectives and Key Results) or similar performance frameworks.
  • Must be a US Citizen.

PREFERRED QUALIFICATIONS:

  • Experience working within Data Science, AI, or advanced technology environments.
  • Proven ability to synthesize large, complex datasets into concise, high-impact executive briefings.
  • Proficiency in modern collaboration ecosystems, including SharePoint Online and the MS Power Platform.

Pay Range:

Pay Range $65,650.00 - $118,675.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.

Leidos' story begins in 1969 when Dr. J. Robert Beyster, a visionary scientist, founded Science Applications Incorporated (SAI) in La Jolla, San Diego, California. Another major milestone occurred in August 2016 when Leidos merged with Lockheed Martin's Information Systems & Global Solutions (IS&GS) business, a landmark transaction that created the defense industry's largest IT services provider and significantly expanded Leidos' capabilities and market share.
