Department Function: The Department of External Affairs engages with the stakeholders that make IFF’s community development work possible. It oversees grant fundraising efforts through philanthropic, corporate, and government sources; leads a communications program directed to our clients, partners, funders, and investors; and connects with government decision-makers on public policy that impact IFF’s work.
Specifically, the Public Policy department contributes to IFF’s stability and growth through the development and advocacy of public policies that support and further embed the work of community development financial institutions (CDFIs) in federal, state, and local government.

Basic Job Function
The Director of State Government Affairs leads IFF’s strategy and advocacy efforts to support and strengthen the role that CDFIs play in helping state governments in IFF’s Midwest region to implement public programs and investments in low- and moderate-income communities. Reporting to the Chief of Staff, and coordinating with the Director of Public Policy on IFF’s public priorities, the Director works with key internal and external stakeholders to develop and advocate for IFF’s public policy priorities at the state level, focusing on: the establishment of state CDFI Funds; (2) state investments in CDFIs; and the role of CDFIs in implementing state-funded capital programs.
Requirements
Core Responsibilities:
1. Coordinate with IFF staff and key CDFI industry groups to develop and communicate IFF’s state public policy priorities.
2. Develop and implement a strategy to engage government decision makers on IFF’s state public policy priorities, including the Governor, State Treasurer, state legislators on relevant committees, and officials in key state government agencies.
3. Monitor and track developments related to IFF’s state public policy priorities, keeping the Chief of Staff, Director of Public Policy, and Executive Directors updated in real time.
4. In partnership with the Director of Public Policy, facilitate internal efforts across all departments to develop IFF’s position on major state issues that come up and coordinate the collection of project profiles and impact data to represent IFF.
5. Represent IFF in relevant state associations and coalitions or state policy advisory roles.
6. Serve as an advisor to the to the Chief of Staff and Senior Leadership Team on state public policy matters, writing issue briefs on the substance and status of relevant public policy issues.
7. Provide leadership and contribute state public policy and other expertise to cross-functional teams.
8. Perform other duties as assigned by the CEO and Chief of Staff.
Performance Measures:
1. Actively collaborates with internal and external stakeholders to develop IFF’s state public policy priorities and outreach plan. Meets annual goals and objective set out in the plan.
2. Produces high-quality and timely work products, including public policy briefings, issue updates, and advocacy materials for external stakeholders.
3. Establishes and builds long-term relationships with the offices of the Governor, Treasurer, legislators on relevant committees, and key state government agencies.
4. Maintains a tracking system and dashboard on IFF’s state public policy priorities and key contacts.
5. Cultivates a culture of openness in information sharing. Encourages open communication, cooperation, and the sharing of knowledge.
6. Models personal accountability that promotes ownership and engagement.
7. Builds and maintains effective working relationships with colleagues, peers, and team members.
8. Values and supports differences in others, contributing to an inclusive work environment. Demonstrates the ability and willingness to communicate effectively with people of diverse backgrounds and experiences to create a collaborative, collegial, and caring community.

Position Qualifications:
Education: Bachelor’s degree required, preferably in political science, public policy or administration, communications, or a similar field.
Previous Experience:
- Minimum of 7 years of relevant experience in government, public policy advocacy, or government relations, with a demonstrated record of increasing responsibility over time.
- Experience in and knowledge of the nonprofit sector, community development, finance, or real estate is preferred.
Additional Requirements: Occasional evening and weekend work. Some travel will be required.
