ICF’s Disaster Management division seeks an On-Call Emergency Management Leader who will provide expertise in understanding and supporting local, state and federal emergency preparedness, response and recovery operations. This will include all aspects of coordination at the local level, and coordination and communication with the state level in response to natural and manmade events.
You will be immediately responsible to provide subject matter expertise in incident management and request for support systems that can be engaged, along with a deep understanding of Federal resources available and how to engage those resources to assist state and local entities. Must have distinct knowledge of systems available and in the use of such systems in the State of Texas, no exceptions. The Emergency Management Leader will support the development of strategic market/product line of business plans and marketing programs to support sales in designated market segments.
ICF's Disaster Management division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters and to promote long-term recovery in housing, economic revitalization, and infrastructure after disaster strikes. Our functional expertise is in program management, technical assistance, training, performance measurement and evaluation, and program implementation. Clients include states, local governments, and other federal agencies. We often work in close collaboration with ICF experts across the firm on issues related to energy efficiency and green building, infrastructure, disaster planning and recovery, financial literacy, job training, and others. This work will be part-time and temporary in nature, 100% remote-based position residing in the State of Texas, and the ideal candidate must be able to travel up to 25% domestically based on current and prospective clients.
Key Responsibilities:
- Provide incident management leadership and subject matter expertise in disaster response resource management, disaster finance, recovery, and mitigation.
• Serve a key role in the development of requirements analysis and process flows for requests of support from local to state to federal entities in response to natural and man-made events.
• Inform program processes, coordinate with project stakeholders, staff and subcontractors, and work directly with the client and developers to provide advisory/consulting support as needed in the development of comprehensive, compliant, and transparent management and tracking systems to address client needs.
• Work as part of a team providing expertise on policy and regulatory issues to develop written materials and guidance documents.
• Provide guidance and expertise on local, state, and Federal regulations related to the availability of State and Federal resources available to support jurisdiction in declared events.
• Help refine program procedures and processes for implementation.
• Work with staff to set up systems and processes, be available to interpret and apply the regulations within the context of these systems.
• Provide advisory and consulting services to clients through training sessions, one-on-one conversations, and written products.
• Develop written products and tools for client policies and procedures, program implementation, and design.

Must Have Requirements:
- Bachelor’s degree in emergency management, risk management, public administration, or a relevant discipline.
• 10+ years comprehensive experience in emergency management, response resource management, disaster finance, recovery and mitigation in a public government setting in the State of Texas.
• 5+ years’ experience in emergency management at a manager level or above in the State of Texas.
• 3+ years’ experience in project management, grant management or other similar leadership at the county or state level over more than three natural disasters and/or county, state level or federal level incidents in the State of Texas.
• 3+ years’ experience writing technical guidance or procedures. Candidates will be required to provide a writing sample.
• Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check.
Preferred Requirements: (May set a candidate apart in consideration)
• Advanced degree in emergency management, planning, engineering, economics, business administration, public administration, finance, or a relevant discipline.
• IAEM Certified Emergency Manager (CEM), Texas Emergency Manager Certification (TEM), Homeland Security and Emergency Management (HSEM), FEMA PDS, ICS and/or training in emergency and disaster management.
• Ability to demonstrate analytical rigor and good judgment under pressure.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$115,889.00 - $197,011.00Texas Remote Office (TX99)
