USAID Enhancing Quality of Healthcare Activity (EQHA) II is a five-year project (October 23, 2023 – October 22, 2028) led by FHI 360 and in partnership with KHANA, Kawsang, ThinkWell, and Data Elevates that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high-quality health system that will lead to better health outcomes for all Cambodians.

EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aims at achieving three objectives:

Improved evidence-based policy, guidelines, and strategies for more effective and efficient health systems Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to national standards. Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities.

We are currently seeking qualified candidates for the following positions:

Monitoring and Evaluation Officer (Based in the Province)

The M&E Officer will work under the supervision of the Quality Implementation Manager for subgrant site with the dotted reporting line to the Senior Monitoring Specialist. S/he will support EQHA II's Quality Implementation team M&E activities with close collaboration with the MERL team. S/he will support data collection, data entry, data validation, and clean data of donor indicators and project indicators. S/he will work closely and collaboratively with the QI officers, QI provincial coordinators, QI managers, sub-grant partners, and monitoring, evaluation, research, and learning (MERL) team, and collaborate with health providers at the sub-national level for the clarification of the errors of data. S/he serves as the M&E backstop for FHI 360's subgrant implementation sites. This position will be based in one of the following provinces: Kampong Cham, Mondulkiri, Tboung Khmum.

KEY RESPONSIBILITIES:

  • Coordinate in conducting any project assessments and studies as required including field data collection, cleaning, analysis, reporting, and dissemination through close coordination and guidance from the MERL team.
  • Assist in validating training, coaching, supervision data, and other reports for example systematic TB screening, and uterotonic data by session or by health facility in the internal database management system (IDMS) on a monthly and quarterly basis. Ensure consistency, accuracy, and completeness with supporting documents. Provide feedback to the relevant Quality Implementation team for revision as necessary.
  • Conduct routine data quality assurance (DQA) activities in close collaboration with EQHA II MERL team members and partners’ M&E team members, provide feedback, and follow up on action points as per DQA findings.
  • Support and/or participate in the development of and conducting periodic training on HMIS data recording and reporting, Registration Management System, Patient Satisfaction Feedback, and other training as needed to target groups, in collaboration with the MERL team and QI team.
  • Support in the development of data visualization charts or graphs for quarterly, annual, or other reports as requested by the project team.
  • Coordinate with the MERL team for the design, review, and testing of Quality Implementation team dashboard contents in IDMS. Ensure consistency of activities progress by the Quality Implementation team is captured and reflected in the dashboard.
  • Contribute to the development of project deliverables (e.g., quarterly reports or project workplans) including the development of success stories and best practices.
  • Support the Communication and Knowledge Management team in the development and design of success stories, training videos, project achievement documentation, other social media and communication tools and other knowledge products.
  • Perform any other related tasks assigned by the MERL Team Lead and/or SMT.

EDUCATION/EXPERIENCE:

  • National Local Regular (NLR)
  • Bachelor’s degree in social science, development program, public health or other related degree.
  • At least three (3) years of experience in managing M&E work, designing and implementing both quantitative and qualitative methods for USAID-funded or other donor-funded projects are preferred.
  • Previous experience with public health and working with government health programs is preferred.
  • Good experience in conducting field monitoring, data quality assurance, data utilization, and reporting.
  • Experience in planning and managing assessments/surveys, developing and refining data collection tools, and with data quality assessments and oversight.
  • Proven skills in writing. Articulate, professional, and able to communicate in a clear, positive fashion with team members, partners, and stakeholders.
  • Strong interpersonal skills and demonstrated ability to coordinate with multiple stakeholders (e.g, government personnel, USAID, and project partners)
  • Excellent oral and written communication skills in English and Khmer
  • Robust knowledge of information management and telecommunication skills and proficiency in IT/computer skills such as Microsoft Office, Power BI, Google Drive/shared points, online collaborative applications, and additional data analytics software.
