Cognitive is seeking a skilled Technical Project Manager to lead and support government healthcare IT projects. This role involves the planning, implementation, and execution of healthcare technology business processes projects within Defense Health Agency. You’ll manage a cross-functional development team and collaborate with stakeholders to ensure successful project execution.

This position requires strong analytical skills, effective communication, and a solid background in project management. The ideal candidate is highly organized, adaptable, and able to manage multiple priorities in a fast-paced environment.

Key Responsibilities:

  • Lead business and technical project teams to deliver projects on time, within scope, and within budget
  • Ensure all project deliverables align with contract (SOW) requirements and exceed customer expectations when possible
  • Collaborate closely with customers, stakeholders, and internal teams to understand business needs and translate them into project goals
  • Support the entire project lifecycle, from initiation and planning through execution, monitoring, and closure
  • Manage and support a team of developers, business analysts, testers, and scrum masters
  • Work in coordination with Engineering and other departments to ensure seamless integration of technical components
  • Manage project documentation, timelines, risks, and resource allocations
  • Responsible for clear and concise status reports (e.g. biweekly, monthly) and meeting minutes to senior internal leadership and customer stakeholders
  • Lead project meetings, provide status updates, and address issues proactively
  • Supports leadership with strategic and operational planning and projects, research activities, data analysis, drafts or edits plans and level of effort documentation as related to specific initiatives.
  • Responsible for project budgets, including direct labor and subcontractor labor
  • Responsible for driving Agile team scrum objectives and customer deliverables to completion
  • Utilizes efficient project management planning tools and techniques.
  • Oversee building of work planning into a requirements tracking platform (i.e. Jira)
  • Support quality assurance efforts and continuous improvement initiatives

Qualifications:

  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or a related field (Master’s degree preferred)
    • 8 years of additional relevant experience may be substituted for education
  • 10+ years of experience in technical project management, ideally within government IT environments
  • Experience working in Agile and Scrum environments
  • Strong leadership and team coordination skills
  • Excellent communication, problem-solving, and organizational abilities
  • Knowledge of government contracting and experience working with the Defense Health Agency (DHA) is a plus
  • PMP, CSM, or similar certifications preferred
  • US Citizenship Required
  • Ability to obtain a Public Trust – Medium Background Investigation (MBI)
