We are looking for an experienced Proposal Manager to join our team and guide us through crafting proposals that exceed our clients' and partners' expectations.
The Proposal Manager will lead the development of proposals across all of Coforma’s focus areas (Healthcare, Veterans Services, and Public Interest) in the commercial and government spaces. They will take responsibility for the overall development, maintenance, and execution of proposal development plans and schedules including the day-to-day focus, prioritization, and leadership of internal teams to deliver compliant and compelling winning proposals. This involves leading and coordinating the proposal, preparing high-quality, complex, compelling, and compliant volumes, and directing inputs according to solicitation requirements.
The Proposal Manager will learn our ways of working, our capabilities, and our mission in order to quickly evaluate and advise on proposal and proposal-adjacent activities as teams look to move leads into bids. Storytelling and narrative development with a collaborative approach are some of the essential skills required for this role.

$117,420 to $143,170 Annual Salary + Benefits + Growth PotentialPlacement within this range will be based on the competency level of the candidate. An offer will be made at one of the following tiers:
Tier 1: $117,420 — Meets minimum qualification/experience requirements. Beyond onboarding, will need additional guidance and training to perform key responsibilities of the role.Tier 2: $130,810 — Experienced and fully-competent. Beyond onboarding, can independently perform key responsibilities of the role.Tier 3: $143,170 — Highly-experienced and can perform all responsibilities of the role at a higher level than expected once onboarding is completed.
To honor our company-wide equitable pay system, the posted salary range and corresponding tier salaries are non-negotiable.

This is a US-based remote position open to applicants in the states listed below. Some travel may be required.

What You'll Do (Responsibilities)

  • Collaboratively lead the proposal process and develop compliant, competitive, and compelling proposals through effective collaboration with internal staff, corporate partners, consultants, and supporting vendors
  • Perform detailed analysis of RFI/RFQ/RFP requirements
  • Develop the proposal schedule, outline, compliance matrix, and Proposal Development Plan
  • Establish and maintain the team collaboration and online proposal repositories
  • Prepare and lead efficient Proposal Kickoff meetings and stand-ups, ensuring activities adhere to the Proposal Development Plan
  • Conduct research including subject-matter expert (SME) interviews, attending meetings and gathering source information, and studying RFPs to determine the information needed for specific proposals
  • Turn research into an outline for proposals and, where applicable, write the initial outline
  • Determine writing assignments and support a strategic win strategy including specific themes and differentiators in the proposal
  • Work with SMEs to build out content repositories to create efficiencies in proposal creation
  • Provide insight, leadership, guidance, and active collaboration to writers and designers on all proposal content
  • Conduct compliance checks, facilitate proposal reviews, and provide related process training and guidance to proposal teams
  • Study industry best practices on proposal writing and engage with company mentors to fine-tune the Coforma approach
  • Collaborate closely with our MarComms and Design teams to understand and assure proposal alignment with Coforma’s messaging pillars, voice and tone, style, and look and feel
  • Conduct and document debriefs, proposal lessons learned, and implement actions to improve process efficiency and content improvement

  • You have a passion for or interest in improving government services for citizens and can foster ideas that innovate and reframe end-user expectations
  • You want to actively support the overall culture of a busy, growing agency
  • Full-time resident of the contiguous United States (must be legally authorized to work in the U.S. now and in the future without sponsorship)

Preferred Qualifications and Experience

  • 2+ years of proposal management experience (coordination, writing, editing, and production)
  • Project Management Foundation and/or Practitioner certification, with a clear understanding of agile methodologies
  • Working knowledge of the Federal Acquisition Regulation (FAR) and its application to proposals, specifically compliance
  • Strong written and verbal communication skills, as well as proven experience writing, reviewing, and editing proposals and associated content
  • Excellent time management and the ability to manage overlapping projects
  • Prior operational experience monitoring project progress, planning budgets, and staffing
  • Prior experience in the grant writing and management space
