Overview

  • The Product Manager will lead the delivery of high-quality products and systems that improve the availability and use of public health data to inform decision making. Working within City of San Antonio Metropolitan Health District the Product Manager will help increase the public health agency’s capacity to build the modern systems, tools and technology they need to address public health needs effectively. This position will work on three projects in collaboration with the Information Technology Services Department (ITSD) and program staff to determine areas of alignment. The first project is an enterprise-wide case management system, which will provide the ability for multiple Metro Health programs to collect data in a standardized manner and create an enterprise-wide case management system to capture data on the individuals that these programs serve such as Domestic Violence, Access to Care UNLOCKED, Diabetes, Oral Health, Healthy Neighborhoods and Healthy Start. The second focus will be replacing two legacy systems used within Metro Health. The first system is the Electronic Medical Record (EMR) system used by clinical programs (TB, HIV/STI, Immunizations and Oral Health) and has been used since February 2019. The second system is the Digital Health Department (DHD) system. DHD has been in use since 2009 and will be sunset in 2026 as the current vendor, Tyler Technologies, will no longer be supporting this version. DHD is used by food and environmental health inspectors, the air quality program, and vector control. For the Domestic Violence Case Management System, the Product Manager will support the implementation of the project plan while being keenly aware of outlined project milestones. They will work with specific program personnel to compile and organize the current system data for migration to the new system. This position will support quality assurance and user acceptance testing (UAT) to ensure that the developed technical solutions are in alignment with business needs. This position will also be key in gathering pertinent information for use in the creation of system training materials. These training materials can be generated using various applications and will be kept for re-training sessions or training of new staff. For the EMR replacement project, the Product Manager will assist the department in leveraging the benefits of a new system. The documentation on system interoperability will be vital to this project to see where redundancies can be identified. Technical understanding on the new system’s ability to import massive amounts of data will be key as the Product Manager will assist the programs with preparing data files transfers. The Product Manager is also responsible for ensuring all members involved remain informed on project progress and timeframes. For the DHD replacement project, the Product Manager will assist with clearly outlining business objectives and specifying the project’s scope. The Product Manager will contribute by ensuring functional requirements and use cases are documented appropriately for each program. This documentation will also include the creation of process flow maps. The role also requires research to determine whether the current SAP system is interoperable with a future system to reduce redundancies. This role is best for someone who is mission driven and is comfortable bringing a product mindset to organizations who may be unfamiliar with this approach. The Product Manager will be hired by the CDC Foundation and assigned to the City of San Antonio Metropolitan Health District. This position is eligible for a fully remote work arrangement for U.S. based candidates.

Responsibilities

  • Collaborate with public health agency programs and technical teams to develop and deliver high-quality, user-friendly technologies that improve access to data for decision making.
  • Work to understand public health agency needs and processes. Collaborate with the public health agency technical team to create a shared vision for how to best prioritize and address the most critical challenges.
  • Oversee the delivery of technical solutions from concept to release, while ensuring smooth operations and continuous product improvement.
  • Test products and new features to confirm usability and identify bugs.
  • Contribute to product strategy and success metrics, which may include Key Performance Indicator (KPI) models and analytics.
  • Collaborate in the creation of product development and management documents, including roadmaps, project briefs and user stories.
  • Be strategic and tactical to help define the product strategy.
  • Build solid relationships with partners to understand users' needs, program goals, and the program's policies and operational constraints so that you can develop products that are valuable, usable and feasible.
  • Provide product management advice and guidance to the public health agency and the CDC Foundation to share expertise and build capacity.

Qualifications

  • Bachelor’s degree required.
  • Minimum of 5 years of experience in digital product management.
  • Experience developing a product vision and strategy and have led multi-disciplinary teams to achieve that vision from concept to launch.
  • Knowledge of HL7 and FHIR, preferred.
  • Experience collaborating with a multi-disciplinary team to translate the product vision and lead the team through smooth and continuous delivery.
  • Experience working on a mature product balancing the need to address technical debt with new product enhancements through continuous iterations.
  • Knowledge and experience with project management methodologies, principles and processes.
  • Experience and an understanding of product objectives, goal and metrics to oversee the development and implementation of large-scale projects.
  • Experienced in change management and risk management principles and processes to provide leadership in the development of strategic plans and change management initiatives and their roll-out.
  • Experience using data to make decisions, gathering data insights by design to improve product outcomes.
  • Demonstrated experience developing and maintaining working relationships with internal and external partners and can effectively promote collaboration among differing viewpoints.
  • Experience providing guidance in the areas of digital systems/products, data sources and the collection and context of data.
  • Strong understanding of technical concepts and legacy systems.
  • Capability to embed privacy and security into product delivery processes and design.
  • Knowledge of user experience design and user research principles and concepts.
  • Ability to communicate and articulate problems and resolutions to designers.
  • Ability to translate user or data insights into actionable design comments and critiques.
  • Outstanding interpersonal and teamwork skills; and the ability to develop productive working relationships with colleagues and partners.
  • Experience working in a virtual environment with remote partners and teams.
  • Proficiency in Microsoft Office.
