Job Summary

CRS is modernizing our supply chain systems and processes to support the Agency's 2030 Strategy. CRS has almost completed the implementation of an Oracle Cloud Enterprise Resource Planning system, called "Insight" within the Agency, which encompasses Finance, Human Resources, and Supply Chain. In addition to that, the Agency expects to invest in other complementary supply chain systems, as well as ICT4D and data analytics solutions to further bolster our end-to-end visibility and management of the Agency’s supply chain. The Global Supply Chain Management (GSCM) Department’s Systems and Performance (S&P) unit is responsible for leading building and executing the objectives that ensure success in these modernization efforts.

The Supply Chain Systems Manager will be responsible for two main categories of work: 1) systems implementation, stabilization, and optimization; 2) corresponding business process optimization and end-user adoption and engagement. The ultimate goal of these responsibilities is to ensure that CRS has the right systems in place to achieve best-in-class supply chain, and we are using them to their maximum benefit. To succeed in these responsibilities, the SC Systems Manager must be a self-motivated and engaging individual who will use a mix of strategy development, project and change management, and business and technical expertise. S/he will be supported by five staff, 4 Business Process Owners, and a Knowledge Management and Learning Advisor. S/he also has dotted line management of the Regional Implementation Advisors across 7 regions. S/he will work collaboratively with the Master Data Manager and Integration and Performance Manager within the S&P Unit within the GSCM Department to drive home holistic solutions. S/he reports to the S&P Director. The SC Systems Manager’s key relationships beyond the S&P Unit include the other GSCM Units, the other workstreams integrated into the system (especially Finance), the Global Knowledge and Information Management (GKIM) Department, and Regional and CP leadership.

Job Responsibilities

Systems Implementation, Stabilization, and Optimization

  • Implement, stabilize and optimize all supply chain solutions identified in the GSCM strategy, such as Oracle Cloud, Oracle Fusion Analytics Warehouse, Vehicle Management Systems, offline and mobile solutions etc. Ensure that all SCM system implementations have a strong focus on system adoption and change management.
  • Conclude global roll-out for supply chain modules in Insight (approximately 25 of 60 countries remain, expected to roll out in one remaining release). This includes managing SCM workstream tasks within the project workplan to make sure that all staff (direct and dotted) can deliver on technical, functional, and change management deadlines, and that all roll-out activities are well coordinated.
  • Be the expert point-of-contact within GSCM team for SCM systems. Have working knowledge across all other ERP modules or relevant non-SCM systems to effectively drive integrated solutions.
  • Work with Integration and Performance Manager to ensure integration of Insight and other systems with other relevant technologies, such as CommCare, Azure, Power BI, etc. to achieve data-based-decision making objectives. Provide support to digital solutions related to last mile delivery.
  • Ensure the team monitors system usage to identify both successes and areas for improvement. Liaise with GKIM on system issues that affect all SCM.
  • Ensure CRS is taking full advantage of supply chain system releases and updates.
  • Work with Systems and Performance Director in planning future strategy, work with our enterprise architects for module/functionality/features deployment across modules and reporting.

Business Process Optimization and End-User Adoption and Engagement

  • Lead the development of a Knowledge Management and Learning (KML) strategy for system usage to ensure end-users are maximizing their use of and benefits from SCM systems.
  • Partner with business users on various supply chain process simplification and user experience continuous improvement programs.
  • Drive a culture of data-based decision making.
  • Lead the global team to facilitate hyper care services to Insight SCM users.
  • Lead the development of business continuity requirements, business process development and other policy and procedure development
  • Responsible for executing user acceptance testing activities for process changes.

General Responsibilities

  • Act as a representative in relevant internal and industry meetings, conferences, etc.
  • Responsible for cross-functional collaboration to maintain a healthy system. Member of the Center of Excellence.
  • With other GSCM Directors, regions, and CPs, explore ways CRS can pursue supply chain
  • Manage direct reports and dotted line reports such that they are doing their best to achieve GSCM-S&P objectives.
  • Manage consultants hired for objectives support.
  • Provide regular updates on project status, challenges, and solutions to GSCM Leadership.

  • Strong supply chain business flow knowledge and its financial implications

  • Experience in complex supply chain system solution designs
  • Oracle cloud Implementation experience and the ability to recommend business solutions
  • Strong influencing, interpersonal and relationship management skills with domestic and
  • Proven analytical and problem resolution skills.
  • Proactive responsible individual, able to set own action plans with minimum management
  • Ability to influence and build consensus with other IT teams and leadership
  • Leading risks and resolving issues that affect release scope, schedule, and quality
  • Excellent oral and written communication skills

Required Qualifications & Experience

  • Master's degree in Supply Chain Management, Information Systems, computer science, Business Administration, (or equivalent work experience)
  • 10+ years of relevant industry experience in Supply Chain operations
  • Experience with Finance and Supply Chain business processes within Non- Governmental Organizations preferred
  • Proven ability to work with cross-functional teams across various time zones (i.e. Africa, Europe/Middle East, Asia, Americas)
  • Proficient with Microsoft Office tools
  • 5+ years of experience implementing and/or supporting Finance and Supply Chain ERP applications, preferably with Oracle cloud Procurement, Inventory, Cost Management and Oracle Cloud Implementation Project Management
  • Sound knowledge of Project Management
  • Sound knowledge of ERP integrated suites with wing-to-wing flows
  • Experience in at least 2 end to end ERP project executions
  • Basic knowledge of SQL developer, basic tables of Procurement, Inventory to work with technical designers of custom solutions

Language Skills

  • Required: English
  • Desired: French, Spanish, or Arabic

Travel Required: up to 20%
