The Opportunity:
As a CACI Proposal & Solution Development Officer (Part-Time/On-Call), you will serve as a senior expert supporting Line-led proposals across the Mission Engineering & Support (MES) organization. You will also augment major corporate-led proposals when additional capacity or specialized expertise is required, particularly in cases where other corporate resources are unavailable or not aligned to the specific task.
In this role, you will apply extensive knowledge of federal proposal best practices, solution development methodologies, and CACI corporate capabilities to shape winning solutions. This position requires the ability to rapidly engage, provide high‑caliber support on demand, and deliver high‑quality proposal products in a fast-paced, deadline-driven environment.
You must be able to translate complex technical, programmatic, and management concepts into clear, evaluable proposal content, while collaborating effectively with capture teams, program leaders, solution architects, and senior executives.
Responsibilities:
- Provide senior proposal development and solutioning support to Line-led captures, including strategy shaping, storyboard development, solution narrative creation, and color-team readiness.
- Supplement corporate proposal and solution teams on high-priority pursuits when surge support or specialized expertise is required.
- Develop or refine proposal-ready artifacts, including technical and management volumes, discriminators, past performance narratives, call plans, white papers, and RFI responses.
- Apply deep knowledge of CACI corporate capabilities and reusable solution components to integrate discriminators and differentiators aligned to customer objectives.
- Partner with capture, delivery, pricing, and functional teams to ensure technical, staffing, management, and cost elements form a coherent and compelling integrated solution.
- Ensure proposal compliance, structure, and evaluability across assigned volumes or sections, elevating proposal quality to align with best practices and customer expectations.
- Conduct rapid research within corporate repositories to identify reusable artifacts, templates, past performance, and prior solutions relevant to the pursuit.
- Provide senior-level guidance, coaching, and quality review to other proposal contributors, strengthening the LoB’s proposal maturity.
- Engage flexibly and responsively on an on‑call basis, supporting rapid-turn or surge proposal requirements with minimal lead time.
Qualifications:
Required:
- Bachelor’s degree in business, engineering, international affairs, or related discipline; Master’s preferred.
- Extensive experience in federal proposal development, solutioning, and/or capture support.
- Active Top Secret clearance.
- Demonstrated ability to manage and produce high-quality proposal content under tight deadlines.
- Expert-level understanding of proposal best practices (e.g., Shipley), federal evaluation models, and solution development methodologies.
- Strong ability to communicate complex ideas clearly in writing and verbally.
- High proficiency in Microsoft Office (Word, PowerPoint, Excel) and collaboration platforms such as SharePoint.
- Ability to work independently, operate in fast-paced environments, and adapt quickly to shifting priorities.
Desired:
- Experience developing solutions for complex technical or mission-support programs.
- Experience briefing senior executives or government leadership.
- Experience writing high-visibility white papers, RFI responses, or technical/management volumes for senior audiences.

The proposed salary range for this position is:
