I’m a Senior Public Finance Executive with 20+ years of leadership experience across municipal finance, government administration, regulatory compliance, and public-sector financial operations. I’ve overseen multi-million-dollar public funds, strengthened internal controls, and delivered fiscal accountability in complex regulatory environments.
As Executive Director at Puerto Rico Fiscal Agency and Financial Advisor Authority (FAFAA) (and Senior Advisor for Municipal Relations), I lead municipal finance operations impacting 70+ municipalities. I oversee budget preparation, public fund allocation, tax revenue administration, and municipal debt service coordination, including directing municipal sales tax revenue administration to ensure statutory compliance and fiscal stability. Previously, I served as an Assistant Secretary for Administration within Puerto Rico’s Department of State, where I supervised key administrative divisions (Budget, Finance, Purchasing, Information Systems, and General Service) and acted as the principal adviser to the Secretary on resource allocation and management. Earlier roles included Senior Analyst (FAFAA) for data-driven financial analysis, and Team Leader/customer service work at the U.S. Small Business Administration’s Office of Disaster Assistance, where I managed loan closing compliance and documentation review for federal disaster assistance programs.
