@davehutchinson

I lead Pittsburgh’s capital budget engagement, scoring, forecasting, and asset-management planning.

Message

I lead capital and asset management work for the City of Pittsburgh, running citizen participation for the Capital Budget and designing outreach, public meetings, resident surveys, and engagement tools.

I administer a weighted, rubric-driven process for more than 500 proposals annually, rewrote City Code to prioritize low-income residents and project readiness, and built a high-school research and grant-recommendation program for $110,000 in Community Development Block Grant funds.

I also develop six-year Bond, PAYGO, and CDBG projections, review accounting records with project managers, and improve Capital Budget forms and internal policy processes.

Earlier, I managed Pittsburgh’s Capital Budget and Capital Improvement Program and improved workflows, ERP data integrity, stale-encumbrance review, and predictive analysis. At BNY, I led migration and remediation projects, designed workflows, conducted audits, and used Excel and Access to improve process visibility and data accuracy.
