At the City of Houston, Housing and Community Development, I led compliance across CDBG, HOME, and CDBG-DR programs, establishing quality-control sampling that produced a fully cleared 2019 HUD audit with zero findings. Earlier at the City of Houston, I led procurement and implementation of the OnBase enterprise content management system, moving records to electronic review and storage. I also audited certified payroll and contractor documentation for Davis-Bacon compliance on federally funded projects.
