WWC Federal is seeking a Business Process Re-Engineering Specialist - SME for a contract within the Department of Defense (DoD) at USTRANSCOM in support of Business Process Reengineering (BPR) for the Joint Transportation Management System (JTMS).
Duties and Responsibilities may include but are not limited to:
- Capture and identify DOD transportation areas/process for improvement.
- Create process change by integrating new processes with existing processes.
- Devises or modifies procedures for user needs.
- Perform DOD transportation system analysis and configuration of activities.
- Compare activities to current business process.
- Improve overall automation solution for DoD Transportation systems by providing recommendations and incorporating changes to current processes.
- Identify optimization opportunities.
- Review tactical and/or entity-level controls and provide recommendations for improvement.
- Provide continuous review of the operating effectiveness of tactical and operational (lower-level controls), processes, and system operations.
- Assist in process improvements to correct known and recurring issues.
- Identify and helping to correct the root cause of errors or omissions.
- Help ensure proper and timely recording of financial data.
- Supports the team analyzing and integrating logistics considerations to ensure feasible and realistic logistic processes support the DoD operations.
- Provide transportation and logistics expertise and support teams in task order sequence.
- Maintain relationships and networking with USTC JTMS team.
- Prepare/briefs global logistics enterprise on Lines of Operations.
- Provide analytical support and recommendation related to transportation and logistics processes.
- Answers requests for information related to the Lines of Operations.
- Adjusts to shifts in priorities and manages multiple tasks simultaneously that include previous Lines of Operations.
- Review, maintain and manage information to develop recommendations and related products as they relate to transportation and logistics processes.
- Develop recommendations and proposals to support changes to DoD transportation processes.
- Collaborate with DoD sercive components and USTC JTMS team on current issues and recommendations.
- Understand DoD transportation systems and processes in order to incorporate re-engineering strategies.
- Identify gaps in processes and develop recommendations that support the overall improvement of processes and systems.
- Understand the links between financial and transportation systems/processes to help improve auditability.
- Understand CONUS and OCONUS Lines of Operations and transportation processes.
Expected salary range: $130,000 - $150,000
This position is contingent on contract award.
Work Environment:
Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).

Requirements
Basic Qualifications
- Bachelor’s Degree //OR// 4 years of experience in lieu of degree.
- Must have the ability to obtain and maintain a Secret Clearance. (Eligible to pass Federal security clearance process. Please visit the link for FAQs: https://www.dcsa.mil/mc/pv/mbi/gicp/).
- Minimum of 10 years of experience in specialized applications and operational environments, providing systems analysis, design, integration, documentation, training, and implementation advice.
- Strong written and verbal communication skills.
- Demonstrated proficiency in using all Microsoft Office applications.
- Outstanding communication skills, influencing abilities, and client focus.
- Must be a U.S. citizen.
- Professional proficiency in English is required.

Preferred Qualifications
- Master's Degree.
- Current, active Secret security clearance.
- Business Process Reengineering (BPR) certification.
- Applied knowledge and understanding of USTRANSCOM’s mission and the Joint Deployment and Distribution Enterprise (JDDE), including the ‘Great 8’ Stakeholders (e.g., Army, Navy, Air Force, USMC, USCG, DLA, DCMA and DFAS) and 4th Component (Commercial Transportation Service Providers (TSPs)).
- Applied knowledge of, and experience with, the USTRANSCOM Lines of Operation (LOOs) related to CONUS Freight, Sealift, Airlift, and OCONUS Freight as invoked for integrated multi-model operations.
- Applied knowledge of, and experience with, the USTRANSCOM Plan, Order, Ship, Track, -Pay (POST-P) lifecycle for movement requirements.
- Applied knowledge of DOTmLPF-P related to identification of essential change impacts that new materiel solutions have on Doctrine, Organization, Training, Leadership, Personnel, Facilities, and Policy.
- Applied knowledge of ERP Implementations within the Department of Defense (DoD).
