Climate Finance Areas of Expertise

Winrock is seeking financial expertise across mitigation, adaptation, sustainable development, financial instruments, and investment planning for climate action.

The applicants must demonstrate expertise in one or more of the following areas:

  • Climate Risk Assessments. Expertise in managing financial, operational, and climate-related project risks. Experience conducting high-level assessment of location specific physical risks and transition risks, providing insights for decision-makers into the potential for increasing, expanding and emerging risk.
  • Climate Risk Mitigation Plans. Experience integrating climate change risks and considerations into context-specific development strategies and plans.
  • Fragility Analysis. Proven experience analyzing the context-specific drivers of fragility in targeted countries or regions, with a focus on the interaction between climate change and existing developmental challenges in fragile settings.
  • Climate and Environmental Data. Experience in enhancing the capabilities of country stakeholders to access, gather, and analyze relevant climate data, including data processing, generation, modeling, and comprehensive analysis and interpretation of results.
  • Carbon Accounting and Impact Assessments. Experience with ex-ante, mid-term, or final evaluations of climate mitigation projects, including carbon accounting for forestry, agriculture and energy projects.
  • Climate Finance Training. Conducting training sessions and workshops in climate finance mechanisms to build the capacity of local stakeholders, including government officials, financial institutions, and private companies.
  • Climate Finance Ecosystems. Experience building comprehensive systems that support climate finance, including the development of local financial institutions and markets that can handle forestry and agriculture-related climate investment.
  • Refining Climate Regulations. Experience assessing existing national regulations to remove barriers and create incentives for private sector engagement in climate finance.
  • Climate Finance Instruments. Experience structuring, implementing, or evaluating projects using grants, loans, equity, and guarantees. Experience with financial products and services development to support sustainability goals, such as green loans/bonds and sustainability-linked bonds.
  • Climate Finance Insurance. Experience developing insurance products and risk transfer mechanisms that protect private sector investments in climate projects from unforeseen risks and enhance financial security.
  • Policy Analysis. Experience in the design and assessment of jurisdiction-level policies for delivering climate finance to vulnerable communities.
  • Results Management: Development of monitoring and evaluation frameworks for climate finance projects. Strong capability in designing impact-driven frameworks that align with mitigation and adaptation priorities.

Specialized Areas of Technical Expertise

  • Early Warning & Climate Information Services – Climate risk reduction, disaster resilience, and climate information systems for financial decision-making.
  • Health & Climate Resilience – Climate-sensitive public health systems, access to clean water and sanitation, and nutrition security.
  • Agriculture & Food Security – Climate-smart agriculture, agroforestry, resilient food systems, regenerative agriculture, and water-efficient farming techniques.
  • Supply-chain Decarbonization—Decarbonization transitioning planning strategy and roadmaps, voluntary climate standard knowledge (e.g., Science-Based Targets initiative and Greenhouse Gas Protocol), supplier engagement for climate mitigation.
  • Water Security – Sustainable water resource management, flood and drought resilience, and urban water supply projects.
  • Infrastructure & Built Environment – Climate-resilient infrastructure, urban resilience planning, green buildings, and integrated infrastructure systems.
  • Ecosystem & Nature-Based Solutions – Conservation finance, forest management, and blue carbon initiatives.
  • Renewable Energy – Scaling low-carbon energy access, productive end-uses, power sector transformation, integrated resilient resource planning, and regulatory frameworks for renewable energy deployment.
  • Urban Systems & Cities – Sustainable urban planning, green resilient infrastructure, energy efficiency, and waste management.
  • Energy Efficiency – Industrial and domestic energy efficiency, building energy efficiency, efficient cooling systems, and policy frameworks for energy savings.
  • Low-Emission Transport – EV and fuel-cell infrastructure, sustainable mobility strategies, and national/municipal transport planning.
  • Forests & Land Use – Sustainable forestry, REDD+, jurisdictional REDD+, FREL development, land restoration, and financial instruments for conservation.

Competencies

General Competencies

  • Demonstrated ability to work with international climate funds and donors.
  • Strong writing ability, particularly writing reports and/or proposals for international donors such as the Green Climate Fund, Adaptation Fund, or similar organizations.
  • Demonstrated ability to develop or implement country or regional specific climate plans and policies, such as National Adaptation Plans (NAPs), National Determined Contributions (NDCs) and Long-Term Strategies (LTS).
  • Ability to build and enhance institutional capacity, including effective coordination, around climate investment planning with relevant stakeholders.
  • Demonstrate recognized financial and technical expertise, with at least 5 years of relevant professional experience in an international setting.
  • Ability to adapt and work both independently and as part of a team to meet tight deadlines.
  • Excellent communication skills and ability to work with diverse stakeholders in multi-cultural environments.
  • Previous experience working as a consultant, working remotely, in sometimes changing circumstances.
