Job Summary:

Performs highly advanced (senior-level) contract management work overseeing the planning, strategic operations, and activities of the agency’s purchasing, historically underutilized business (HUB), and contract management functions. Work involves planning, developing, implementing, and evaluating a broad range of procurements and contracts; developing rules, guidelines and procedures; and developing schedules to meet section goals and priorities. Plans, assigns, and supervises the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.This position reports to the Administration Division Director.

Qualifications

  • Graduation from an accredited four-year college or university with a degree in project management, accounting, business, finance, management, public administration, or legal field is required.(Experience in contract administration/management or purchasing, in excess of the required six years, may be substituted for college on a year-for-year basis.)
  • Six years experience in all aspects of contract management for a wide variety of goods and services, including but not limited to, creating solicitation documents, leading evaluation teams from project formation to award, contract formation and content development, and formal contract negotiation is required.
  • Six years experience in state or governmental purchasing or contracts procedures is required.
  • Three years experience supervising employees is required.
  • Certified Texas Procurement Management (CTPM) certification is required.
  • Certified Texas Contract Developer (CTCD) certification is required.
  • Must be willing to work evenings, weekends, and holidays as workload may require.
  • Must be willing to travel up to 5% for job-related purposes as required.
  • Experience with personal computers to include experience with Microsoft Word and Excel is preferred.

Knowledge, Skills, and Abilities:

  • Knowledge of local, state, and federal laws and regulations relevant to procurement; and of the principles and practices of public administration and management.
  • Knowledge of the activities and elements required to successfully administer large/complex vendor contracts.
  • Knowledge of current HUB requirements for procurements by the State of Texas.
  • Knowledge of insurance and bonding requirements used in the State of Texas.
  • Knowledge of the Texas Lottery and Bingo Enabling Acts and agency administrative rules.
  • Skilled in the use of personal computers.
  • Ability to evaluate contracts and recommend future status.
  • Ability to draft new contracts and RFPs.
  • Ability to direct and organize program activities.
  • Ability to establish goals and objectives, organize workloads, and set priorities.
  • Ability to develop, interpret, and evaluate policies, procedures, and regulations.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions.
  • Ability to work with complex, technical terms and conditions.
  • Ability to present contract management information, both orally and in writing, in a clear and concise manner.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to devise solutions to administrative problems.
  • Ability to prepare reports.
  • Ability to plan, assign, and supervise the work of others.

Physical and Mental Requirements:

  • Must be able to sit or stand for extended periods of time, work well in stressful situations under strict deadlines, and operate standard office equipment and computer software.

Essential Job Functions:

Oversees all activities for the Purchasing & Contracts section by:

  • Developing and establishing section goals and objectives, developing and approving schedules, priorities, and standards for achieving goals, and managing activities of staff.
  • Formulating best practices and guidelines for procurement, HUB, and contract management functions.
  • Overseeing the development, outreach, monitoring, and reporting activities of the HUB program.
  • Analyzing proposed statutory changes and preparing fiscal notes.
  • Overseeing the development, implementation, and review of procedures related to section activities and responsibilities, and recommending changes that will improve the proficiency, effectiveness, and quality of the section and its employees.

Oversees the daily operations and activities of the agency’s purchasing functions by:

  • Planning, developing, and approving schedules, priorities, and standards to meet section and customer needs.
  • Assisting programs with needs assessments to determine requirements for the purchase of goods or services.
  • Managing the agency’s requisition process, which includes ensuring all required approvals are obtained prior to purchases being made.
  • Reviewing purchase order files for accuracy and completeness.
  • Monitoring and ensuring compliance with State Use Program requirements, which includes identifying and reporting exceptions.

Oversees the daily operations and activities of the agency’s contracting functions by:

  • Managing the agency’s procurement solicitation, evaluation and award process.
  • Ensuring contract specifications and terms and conditions comply with State of Texas and Texas Lottery procurement rules and regulations.
  • Negotiating contract renewals, amendments, and plan changes.
  • Working with administering divisions to ensure all contract terms and conditions are adhered to by vendors.

Plans, assigns, and supervises the work of purchasing, HUB, and contract staff by:

  • Directing and supporting all aspects of personnel recruitment, training, and management.
  • Performing employee performance evaluations on direct reports and conducting office reviews to ensure compliance with agency policies, directives, and procedures.

Oversees the preparation of status reports, studies, and specialized financial reports.

Performs related work as assigned.
