Job Overview

The Sr. Post-Award Research Administrator (SPARA) manages post-award activities for grants and contracts within the finance department. The SPARA is responsible for post-award activities including regular review, reconciliation, and projection of award finances, preparing adjustments and corrections to award budgets, preparing financial reports, and at the end of the award, ensuring all financial requirements have been met, and closing out the award.

Responsibilities

  • Provides support for an assigned portfolio of grants and contracts using knowledge of grant and contract management rules and regulations, technical expertise, and analytical skills. Post-award activities include regular review, reconciliation, and projection of award finances, preparing adjustments and corrections to award budgets, preparing financial reports, and at the end of the award, ensuring all financial requirements have been met, and closing out the award. Interacts regularly with and provides high quality customer service to Shriners Children’s Principal Investigators (PIs) conducting sponsored research. Ensures adherence to quality standards and all policies and award regulations. Creates high quality written documents. Upon award acceptance, defines account establishment parameters, including billing and reporting requirements, budget, and cost sharing obligations. Sets up award in financial system.
  • Distributes award information to PIs, co-PIs and relevant staff . Coordinates with relevant individuals to make adjustments to payroll for all budgeted positions (including relative cost sharing positions). Reviews and reconciles award expenditures and budgets, making adjustments, as necessary. Projects and forecasts future award expenditures. Manages budget, reporting and compliance timelines through the life cycle of the grant or contract. Communicates with PIs on a regular basis regarding budget and expense adjustments and revisions. Completes financial reports to be sent to sponsor, as required by the award terms and conditions. Monitors compliance with agency and institutional regulations regarding reporting. Assists PIs with non-financial report submissions, as necessary. Coordinates and submits requests for No Cost Extensions, Carryover, rebudgeting requests, changes in scope, and other changes to the award; ensures all requests are done in compliance with sponsor guidelines and institutional policies. Facilitates the approval of invoices to pay subcontractors. Reviews effort reports and manages quarterly effort certification process for assigned units. Applies federal and institutional rules to management of effort allocation appropriately for individuals compensated whole or in part from federal awards. Assists in transferring awards out of the Shriners Children’s. Closes out all funded projects consistent with institutional process and timelines. Follows and adheres to SOPs related to post-award functions.
  • The SPARA assists in the development and implementation of aggressive plans to optimize SHC’s resources, works closely with VP Finance to provide consultation to the Joint Boards, as required, to keep the Committee and Joint Boards aware of PostAward and Sponsored Programs plans and budget. Prepares quarterly and annual reports to the VP Research. 0
  • Regulatory Compliance. Assures compliance with federal, legal, financial and research regulatory requirements and with all appropriate accrediting inspecting agencies. Continually monitors the operation of services and programs, and initiates changes as necessary [i.e., includes the enforcement of Shriners Children’s hospital bylaws, rules, and regulations such as conflict-of-interest and confidentiality policies].
  • Policies and Procedures. Participates in Research finance policy and procedure development. Ensures conformance with SC corporate philosophy and policies.
  • Coordinates and Communicates. Identifies and removes constraints that impact coordination and two-way communication Shriners Children’s HQ and sites.
  • Accountability. Holds investigators and clinical research staff accountable for complying with grants rules and regulations. Communicates and resolves conflicts as they arise.

Qualifications

Minimum:

  • 3-5 years of experience with federal research grants, contracts, guidelines, regulations, and policies and supporting PI's with post-award grant administration and monitoring compliance
  • Bachelor's in Finance, Accounting or a closely related field

Preferred:

  • WorkDay experience
