We have an exciting opportunity for aSenior Manager, GlobalTradewho will manage export/import licensing and compliance activities within the Raytheon Land and Air Defense Systems (LADS)business.This position willbe expected to provide strategic oversight, guidance, leadership, and management ofteamsandprogramswithin the LADS portfolioin connection with allfacetsof export/import authorizationsactivitiesincluding under the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), respectively. 

You will also be responsible for contributing to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics as well ascollaborateclosely with broad functional teams across the organization and championing compliant business practices in the intricate landscape of export and import regulations.

What You Will Do

  • Serve as EmpoweredOfficial.

  • Supervise a team of Global Trade professionals, providing support, guidance,andcareergrowth/development.

  • Develop licensing plans and provide guidance for complex licensing strategy and programplanning.

  • Act asSubject Matter Expert (SME) in ITAR and EAR Export Authorizations requirements and drafting.

  • Prepare,submit, track, obtain and manage from the U.S. government, all necessary export and import licenses, permits, and certifications – to include Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLAs)and other export license authorization types.

  • Work closely with internal customers to develop export and import approvals that allow for the efficient export of technology, technical data, hardware, and services.

  • Ensure review of the scope of the effort with the applicable functions,stakeholdersand the foreign parties prior to submittal.

  • Obtain signed agreements and other required documentations from foreign parties (e.g., DSP-83s, ITAR NDAs, etc.) as applicable.

  • Provide status updates to the programs/stakeholders for awareness.

  • Review approvals to ensure execution and deliverables are considered.

  • Manage day-to-day execution of agreements and licenses, ensuring compliance for all activities under the agreements and licenses.

  • Monitor authorizations for any changes effecting the authorizations andtaking actionupon knowledge of the change.

  • Assuring regulatory compliance through review and approval of foreign travel, foreign visits and export and importtransactions.

  • Provideday-to-day guidance,trainingand support toprogrampersonnel on export licensing and compliance needs (e.g., releasability, etc.). Interpret and explain export compliance requirements such as license/TAA provisos, export regulations, and Raytheon export policies and procedures.

  • Contributing to learning and audit assessment programs to ensure implementation and effectiveness of internalcontrols.

  • Assistinginidentifyingandreporting ofcompliance concerns andidentifyingerrors/areas requiring improvement and implementing corrective actions to resolveproblems.

  • Supporting management in investigating and resolving compliance matters,auditsandinvestigations.

  • Contribute to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics.

Qualifications You Must Have

  • Typically requires University Degree andminimum10years prior relevant experience or an Advanced Degree in a related field and minimum7years of experience

  • Experience in drafting andsubmittingDepartment of State and Department of Commerce license and agreement applications and other authorization requests

  • Currently or previouslydesignatedasan Empowered Official

  • Experience with DECCS, SNAP-R, OCR EASE, and/or other automated licensing and compliance systems and/or resources

Qualifications We Prefer

  • Experience in leadership positions or similar associated with developing strategic business acumen ordirectly supervising Global Trade teams

  • Self-starter withdemonstratedability to develop effective networks with internal customers and ability to collaborate with multiple business functions for success

  • Strong time management, prioritization, analytical and organizational skills, with ability to meet deadlines and achieve desired results

  • Problem solver, able to work under time sensitive circumstances, collaboratively or independently

  • Excellent interpersonal, communication and writing skills toeffectivelycollaborative with all levels of internal and external stakeholders

  • Extensive knowledge of Global Trade systems such as RGEMS and/or SAP systems

Remote: This position currently is designated as remote. Employees who are working in remote roles will work primarily offsite (from home) but may be expected to travel to the site location as needed. The successful candidate for this role will be required to reside and work from one of the 50 U.S. states (excluding U.S. territories).

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays.
