The Associate Director of Small Business Programs serves as the Small Business Liaison Officer (SBLO) at Raytheon plays a critical leadership role in shaping, advancing, and executing the company’s enterprise-wide small business strategy in alignment with federal requirements and business objectives. This position ensures Raytheon maximizes opportunities for small business participation—including small disadvantaged, woman-owned, veteran-owned, service‑disabled veteran-owned, and HUBZone small businesses—across all programs and supply chains.
The Associate Director partners closely with supply chain, program leadership, capture teams, and functional stakeholders to develop strategic plans, identify qualified suppliers, and drive small business engagement throughout the procurement lifecycle, manages Raytheon participation in the government’s mentor protégé program and Small Business Innovation Research (SBIR), oversees compliance with federal acquisition regulations (FAR/DFARS and federal agency requirements), develops reporting and performance metrics, supports proposal activity, and champions small business utilization across all levels of leadership.
The Associate Director will also maintain strong relationships with external stakeholders such as federal agencies, advocacy organizations, industry groups, and small business suppliers. This role includes leading and mentoring a team of small business program professionals and leveraging data systems and tools to ensure accurate reporting, efficient management, and continuous improvement of small business initiatives.
What You Will Do:
• Develop and execute an enterprise-wide small business strategy that supports Raytheon’s growth, compliance, and customer engagement goals.
• Lead efforts to identify, qualify, and engage small businesses across multiple categories and technology domains.
• Partner with programs, supply chain, and capture teams to develop small business strategies for proposals, pursuits, and contract execution.
• Ensure compliance with all FAR, DFARS, and other federal agency contractual small business requirements, including reporting, recordkeeping, and subcontracting plans.
• Lead and mentor a team of small business program professionals, providing guidance, coaching, and performance development.
• Build and maintain strong vendor, agency, and advocacy relationships to advance Raytheon’s small business objectives.
• Develop and deliver executive-level briefings, reports, and performance metrics related to small business participation and compliance.
• Champion small business program policies, procedures, and best practices across the organization.
• Support supplier optimization activities by identifying high‑value small business partners and promoting balanced supplier portfolios.
• Leverage internal systems and tools to ensure efficient, accurate reporting and data management for small business compliance and utilization.
Qualifications You Must Have:
• Typically requires: A University Degree or equivalent experience and minimum 12 years prior relevant experience, or An Advanced Degree in a related field and minimum 10 years experience
• Minimum of 10 years of experience in supply chain, procurement, contracts, government compliance, or small business program management, with at least 5 years in a leadership role.
• Experience with federal small business requirements, FAR/DFARS regulations, and government subcontracting processes
• Proficiency with Microsoft Office Suite and supply chain management or compliance systems.

Qualifications We Prefer:
•Bachelor’s degree in Business Administration, Supply Chain Management, Public Administration, or a related field; Master’s degree preferred.
• Strong understanding of the DoD Comprehensive Subcontracting Plan (Test Program)
•Demonstrated success developing and managing small business strategies, subcontracting plans, or supplier diversity programs.
• Excellent relationship‑building skills with internal stakeholders, suppliers, and government agencies.
• Strong negotiation, communication, and presentation skills.
• Ability to lead cross‑functional teams and influence stakeholders at all organizational levels.
• Proven analytical and problem-solving abilities with experience using procurement and reporting systems.
• Experience working with small business advocacy groups, federal agencies, and supplier development organizations is highly desired.

- Remote: This position currently is designated as remote. Employees who are working in remote roles will work primarily offsite (from home) but may be expected to travel to the site location as needed. The successful candidate for this role will be required to reside and work from one of the 50 U.S. states (excluding U.S. territories).

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels.
