Human rights violations and labor exploitation is well-documented throughout global seafood supply chains. In the distant water fishing industry, workers face isolation and hazardous working conditions, which are exacerbated by opaque operations, limited access to grievance mechanisms, and lack of connectivity at sea. Recent social responsibility efforts in the seafood industry have been focused on human rights due diligence that prioritizes meaningful worker engagement and increasing satellite communication access for all workers. Working closely with local partners, O2 is advancing social responsibility in the seafood industry through collaborative projects that: 1) assess and address risks at the vessel level, 2) leverage technologies like Wi-Fi and electronic monitoring (EM) as tools to bolster protection of workers, and 3) build capacity of fishers and fishworkers to understand and exercise their rights.

Through a human rights-based approach, the Social Responsibility Coordinator (Coordinator) will support the implementation of the Electronic Monitoring and Connectivity for Crews at Sea (EMC4C) Project in Taiwan, and support O2’s social responsibility efforts to improve human rights in global fisheries. The Coordinator will join a growing team in Northeast Asia and an exciting portfolio of social responsibility initiatives in Taiwan and Korea, and will have the opportunity to work closely with local and international partners. The Coordinator will report to the Social Responsibility Program Manager, and will work closely with the Asia Fisheries Director and local teams. They will be the primary focal point for certain technical and administrative aspects of projects including planning, implementation, and tracking and reporting on deliverables. The Coordinator will develop and maintain stakeholder relationships necessary to achieve project and organizational goals. The Coordinator will collaborate on technical project activities including the assessment of human rights and labor conditions, and will co-develop improvements with the O2 team and project partners.

Key Responsibilities

EMC4C PROJECT IMPLEMENTATION

    • Lead implementation of specific EMC4C project activities to trial electronic monitoring (EM) and Wi-Fi technologies in the Taiwanese distant water tuna fleet to improve working conditions for crew.
    • Support coordination and facilitation of stakeholder workshops and the development of Wi-Fi access agreements or crew.
    • Conduct in-person training for workers and vessel owners on fair and safe Wi-Fi access and rights training for crew including on use of grievance mechanisms.
    • Oversee engagement with labor organizations and NGOs, and ensure partner and stakeholders interests are represented and incorporated into project activities and outcomes.

SOCIAL RESPONSIBILITY AND HUMAN RIGHTS DUE DILIGENCE

    • Contribute to seafood industry social responsibility projects, with a focus on human rights due diligence, including human right risk assessments and developing action plans.
    • Support coordination and facilitation of rights training for crew.
    • Support the Taiwan Fishery Improvement Officer to meet social and human rights requirements in the fishery improvement projects (FIPs) in Taiwan.
    • Provide technical guidance and advisory support related to human and labor rights, social responsibility, and FIPs across various projects.

GENERAL AND OVERALL

    • Represent O2 externally and serve as a trusted point of contact for the organization by effectively engaging with stakeholders including project partners, government and NGOs. Ensure effective communication and information sharing between all partners and stakeholders.
    • Identify opportunities for program growth and development.
    • Perform related duties as agreed with the immediate supervisor.

Requirements

Minimum Qualifications:

    • Bachelor's degree in fisheries, sustainability, social sciences, social responsibility, or other related fields.
    • At least 2 years of professional experience in social responsibility, sustainability, ocean issues, human rights, or related fields, that includes project management.
    • Experience implementing social responsibility practices and/or sustainability initiatives within seafood supply chains, or other food system supply chains.
    • Knowledge of human and labor rights, human rights due diligence, and other responsible sourcing topics aligned with O2’s mission and strategy.
    • Knowledge of key international human rights frameworks relevant for work in the fishing industry such as ILO core conventions, ILO C188, and PSMA, as well as Taiwan’s fisheries regulations.
    • Technical skills/knowledge related to human rights, social responsibility.
    • Excellent project management skills, with demonstrated ability to manage and prioritize tasks, work independently and with teams to meet deadlines, manage multiple work streams and partners.
    • Ability to engage effectively with diverse stakeholders from different cultural backgrounds, sectors, and industries.
    • Strong written and verbal communication skills.
    • Strong research skills.
    • Self-started, motivated and ability to work with limited oversight.
    • Ability to learn new technologies, tools, and activities.
    • Team player and solutions-oriented.
    • Demonstrates honesty, integrity, and empathy.
    • Professional fluency in Mandarin and English required.

Preferred Qualifications:

    • Advanced degree in relevant field.
    • Technical knowledge or experience with technologies in the seafood industry (e.g. Electronic Monitoring, satellite connectivity/Wi-Fi, etc).
    • Experience leading or participating in human rights impact assessments, human rights risk assessments such as the Social Responsibility Assessment (SRA), social science research, or social audits.
    • Experience engaging with advocacy groups (environment, human rights, and/or labor).
    • Experience implementing fishery improvements projects in large-scale fishery contexts.

Benefits

Compensation, Location, and Travel Expectations

Annual compensation for this dedicated contractor role will be between USD 30,000 to USD 40,000 which will be commensurate with experience. The person contracted will become a core member of O2’s virtual team. The contractor will be ‘home-based,’ meaning they will support their own work space in a location of their choice in Taiwan. Both regional and international travel will be required. Currently, O2 has team members and core partners in China, Indonesia, Japan, Mexico, Spain, South Korea, Taiwan and the United States. We aspire to bring the whole team together each year in locations around the world.
