Description

SUMMARY / OBJECTIVE

The Lease-Up Specialist plays a critical role in managing lease-up activities during the initial occupancy phase of new affordable housing properties and those going through an acquisition rehab. They are responsible for overseeing initial affordable program file completion, ensuring timely and accurate submission of files and reporting to auditors and investors, and coordinating with third-party file reviewers and property staff. This position also supports the Compliance Department in all HUD Section 8, LIHTC, Rural Development HOME and local program requirements.

Requirements

ESSENTIAL FUNCTIONS

  • Oversee initial resident file completion by property staff to ensure compliance with affordable housing regulations; submit compliant files to assigned auditors and/or investors for approval based on established lease up schedule.
  • Act as a liaison between property teams, third-party file reviewers, and investors to resolve compliance issues and ensure timely communication.
  • Attend owner and investor meetings to provide updates on lease-up progress and compliance documentation.
  • Provide recommendations to stakeholders to ensure compliance with affordable program lease up and tenant relocation requirements.
  • Monitor Compliance Portal ticketing system and perform assigned tasks.
  • Provide new hire and existing staff training on affordable program compliance and file preparation.
  • Manage affordable program transactions and compliance in Yardi property management software.
  • Aid in affordable program audit preparation and audit response.
  • Monitor affordable recertification deadlines and provide established reports to Operations.
  • Audit affordable recertifications and generate necessary documents for applicable program types.
  • Resident file document management tasks.
  • Assist with software updates and new property setup.
  • Perform other related duties as assigned.

  • Proficient in software tools including Excel, Word, Outlook and other Office 365 products, Yardi or similar affordable property management software.
  • Flexibility in responding to sudden changes in lease-up activities and priorities.

EDUCATION AND REQUIREMENTS

  • Education: High school diploma or equivalent required.
  • Professional Designations:
  • HCCP, SHCM or similar LIHTC program designation required.
  • Designation in HUD, HOME, and/or RD programs preferred.
  • Experience:
  • Minimum of two years working in an affordable housing program compliance related position required.
  • Must have a strong working knowledge of LIHTC program regulations.
  • Prefer experience in HUD, RD, HOME and local program compliance.
  • Prefer experience in LIHTC acquisition rehabs and lease ups.
  • Prefer experience in Yardi Voyager 7s and/or Elevate, RightSource, RENTCafe Affordable

WORK ENVIRONMENT

  • Office, building and outside environment.
  • Flexible hours and hybrid work from the office / work from home available after 90 days.
  • Will consider fully remote candidate with proven remote work track record and desired skill set and experience.

TRAVEL REQUIRED

  • Hybrid work may require travel to individual properties to support lease up activities and occasional travel for training.
  • Remote work may require travel to individual properties to support lease up activities, to the corporate office for meetings or scheduled events, and occasional travel for training.

  • Physical: Frequently required to perform moderately difficult manipulative tasks such as typing, writing, etc. Must be able to walk, stand, and sit for extended periods. May be asked to lift up to 50 lbs.
  • Sensory: Frequently required to read documents, watch training videos, and read numbers on a computer screen. Must be able to distinguish normal sounds with some background noise, as in accepting phone calls, interacting with management, co-workers, and other staff, etc. Must be able to speak clearly and understand/be understood using the English language.
  • Cognitive: Frequently required to concentrate on intense detail with constant interruption. Must be able to attend to a task/function for 1 hour or more. Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days.
  • Environmental Conditions: Dust, potential loud noises, glare from computer screens, heat, and air conditioning.
  • Equipment: Frequently required to use a computer, mouse, keyboard, scanner, telephone, copier, and fax machine.
