Northrop Grumman Mission Systems (NGMS) Sector is seeking a Manager Operations Research 2 to join our Sector Programs Team to manage our MS Programs Processes and Tools as we continue to advance program management execution, development and culture. The person hired in this position will have the option to work remotely.

What You'll Get to Do:

The selected candidate will be the Product Owner of the program management processes and supporting tools, with responsibility for their management, content, delivery, and support. These include the Programs Portal (web presence), the Program Execution Framework (PEF), and the program management Sector Principles and Operating Practices (PrOP) documents. The selected candidate will be a thought leader and advocate in the evolution of program processes and tools across the sector. Other responsibilities include, but are not limited to:

  • Product owner for the following program execution tools: NGPro, PEF Sharepoint, and Program Startup App

    • Manage software and team projects from inception through testing, release, and maintenance.

    • Support programs implementation of these tools through tailoring sessions, knowledge transfer and communication planning

  • Lead for Program Management process documentation and compliance

    • Maintain Program Management PrOP

    • Sector Quality Audits: Jointly audit programs with QMA including documentation of findings and approval of corrective actions. Collaborating with Div PM leads and raising systemic compliance issues to PMAB.

    • Lead workshops and demos providing program startup resources to PM community

  • Collaborate with function organizations to provide and update T3G resources (templates, tools, training, and guidance) in the PEF Sharepoint

  • Collaborate with various working groups (Statement of Operational Objectives (SOO) teams, Product Line Alignment Working Group (WG), Tiger Teams) to

    • Incorporate content into the PEF and Program Management PrOP

    • Ensure alignment of PM processes with other functional PrOP

    • Support working groups as PM Focal point

  • Collaborate with International Trade Compliance to provide access to Global PEF and Sector Program resources to international NG sites.

  • Support Enterprise working groups as needed to collaborate with other sectors for Enterprise initiatives and program management process and tool improvements/rollouts

  • Maintain PMX newsletter schedule – compiling resources and articles from PMX team and DIV leads for publication

  • Maintain analytics for PEF, newsletter and Sector programs sites and tools

Basic Qualifications:

  • Bachelor’s Degree and 8+ years of experience or a Master’s Degree and 6+ years of experience.

  • Demonstrated success in solving highly complex problems.

  • Experience as team lead and/or manager of people including working in a cross-functional environment.

  • Exceptional communication and presentation skills that demonstrate an ability to comprehend and explain objectives, initiatives and adoption plans to a broad range of audiences.

  • Familiarity with program management policies, processes, and tools.

  • Strong project management skills, with a proven ability to manage quickly shifting priorities, requirements and overlapping deadlines.

  • High level of proficiency in MS Office suite, SharePoint.

  • US Citizenship.

Preferred Qualifications

  • Demonstrated proficiency in software development processes (e.g., requirements, design, database, testing, configuration control) and user centered design

  • Demonstrated coaching and training ability.

  • Scrum master and product owner qualified.

  • Knowledge of program management policies, processes and tools.

Primary Level Salary Range: $121,000.00 - $190,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
