The Senior Application Programmer/Database Management Specialist serves as key technical personnel providing full lifecycle application support and database administration for mission-critical Fire and Emergency Services (FES) and Police Center (POLC) applications supporting the Defense Logistics Agency across five operational sites. This dual-role position requires expert-level application programming and advanced database management expertise for complex COTS environments operating 24/7/365 in Microsoft Azure, locally hosted infrastructure, and future Azure Government Cloud environments.
The specialist serves as the primary technical expert for application operations, maintenance, troubleshooting, and integration of Emergency Reporting systems while providing application-level database administration across Oracle and SQL Server environments. Responsibilities include critical database modernization initiatives (Windows Server 2022 and SQL Server 2019 migrations), coordination with J64 system administrators, and ensuring compliance with DoD, DLA, NIST, HIPAA, CJIS, and CPSE accreditation standards.
ESSENTIAL DUTIES (Senior Application Programmer)
- Experience as an application programmer on large-scale DBMS, knowledge of computer equipment, and ability to develop complex software to satisfy design objectives.
- Analyzes functional business applications and design specifications for functional areas such as finance, accounting, personnel, manpower, logistics, and contracts.
- Develops block diagrams and logic flowcharts. Translates detailed design into computer software.
- Designs, codes, tests, debugs, and refines the computer software to produce the required product.
- Prepares required documentation, including both program-level and user-level documentation.
- Enhances software to reduce operating time and improve efficiency.
- Provides technical direction to programmers, as required, to ensure that program deadlines are met.
- Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results.
ESSENTIAL DUTIES (Database Management Specialist)
- Experience in DBMS system analysis and programming.
- Experience in using current DBMS technologies and application design using various database management systems; experience with DBMS internals.
- Must be capable of providing highly technical expertise and support in the use of DBMS. Must be able to evaluate and recommend available DBMS products to support validated user requirements.
- Defines file organization, indexing methods, and security procedures for specific user applications.
- Develops, implements, and maintains database backup and recovery procedures for the processing environments and ensures that data integrity, security, and recoverability are built into the DBMS applications.
ADDITIONAL QUALIFICATIONS (Senior Application Programmer)
- Experience with application programming interfaces (APIs) in order to support Low Code/No-Code Development Platform models.
- Experience using low-code/no-code business process modeling notation (BPMN) tools.
- Developing application/process automation software based on BPMN models, experience using software tools such as Appian, Salesforce, Nintex, etc. with Microsoft SQL Server databases and Microsoft .NET development environment.
- Experience in agile and hybrid low-code application development.

- Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC) at time of application submission.
- Relevant certification from a nationally recognized technical authority.
- DoD Approved 8570/8140 Baseline Certification: Category IAT Level II.
