ManTech seeks a motivated, career and customer-oriented Change Manager to join our team in Ashburn, Virginia. This is a hybrid position.

This position is supporting the Customs and Border Protection (CBP) Traveler Processing Vetting Services (TPVS) program. The mission objective is to provide operational support and modernization to the technology and applications supporting the processing of travelers at U.S. ports of entry. This critical program leverages agile methodologies to deliver secure, efficient, and user-friendly systems for CBP officers and the traveling public.

Responsibilities include but are not limited to:

  • Develop and execute comprehensive change management strategies and plans to support the adoption of new software releases and the CI/CD pipeline leveraging GitHub, Harness, and Jira.
  • Conduct stakeholder analysis to identify the impact of changes on various user groups within CBP and develop tailored communication and engagement plans.
  • Create and deliver communication materials, training programs, and support resources to inform and prepare end-users for upcoming changes related to the software development lifecycle and deployment processes.
  • Facilitate change readiness assessments to evaluate the organization's capacity to absorb changes and identify potential resistance points.
  • Collaborate closely with the software development teams, product owners, and other stakeholders to ensure change management activities are integrated into the project lifecycle.
  • Monitor the effectiveness of change management interventions, gather feedback, and make necessary adjustments to optimize adoption and minimize disruption.
  • Manage and track change requests, ensuring proper documentation, assessment of impact, and communication of decisions within the Jira system.

Minimum Qualifications:

  • Bachelor's degree in computer science, information technology, or a related field (Permitted experience exchange: High School diploma and 6 years of additional experience or associate’s degree and 4 years of additional experience may be exchanged in lieu of a required bachelor’s degree)
  • Demonstrated experience developing and implementing change management strategies for software development initiatives.
  • Experience working with large programs with distributed Agile teams.
  • Familiarity with CI/CD pipelines and related tools such as GitHub, Harness, and Jira.
  • Strong understanding of change management methodologies and best practices (e.g., ADKAR, Prosci).
  • Excellent communication, facilitation, and interpersonal skills with the ability to interact effectively with diverse stakeholders.

Preferred Qualifications:

  • Ten (10) years of experience working in a software development environment.
  • Prosci Certified Change Management Practitioner or other relevant change management certifications.
  • Experience working with the Department of Homeland Security (DHS) or Customs and Border Protection (CBP).
  • Familiarity with agile software development methodologies.
  • Experience in developing and delivering training programs for technical audiences.
  • Strong analytical and problem-solving skills with the ability to identify and address resistance to change.

Clearance Requirements:

  • CBP BI Preferred
  • Must have an Active Public Trust Clearance or be able to obtain one prior to starting.
  • US Citizenship

Physical Requirements:

  • Must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
