ORGANIZATIONAL UNIT
The Telecommunication Standardization Bureau (TSB) fulfills the objectives of the Union relating to telecommunication standardization, by providing secretariat support to groups studying technical, operating and tariff questions and facilitating the adoption of Recommendations in these areas with a view to standardizing telecommunications and information technology on a global basis. In order to achieve these objectives, the Telecommunication Standardization Bureau works in accordance with the instructions of the World Telecommunication Standardization Assemblies (WTSA), Telecommunication Standardization Study Groups and the Telecommunication Standardization Advisory Group. TSB, headed by an elected Director, provides the technical, administrative and logistic support for the assemblies and for the meetings of the groups mentioned.
The Operations and Planning Department (OPD), is responsible for coordinating and planning support for the activities of the Telecommunication Standardization Sector. It does this through managing the Bureau's activities for organization and planning of assemblies and logistical support to meetings. The Department oversees document processing and provides IT services and solutions for electronic working methods and the development of ITU-T databases. The Department also provides administrative and secretarial support for intellectual property matters and manages the technical editing and final production of ITU-T recommendations and publications as well as ISO/IEC common texts. The Department collaborates closely with the Departments of the General Secretariat and the Bureaux which are responsible for providing support services.
BACKGROUND INFORMATION
The Project Consultant plays a vital role in the Operations and Planning Department by ensuring the successful execution of OPD initiatives. The Special Service Agreement (SSA) involves developing project schedules, managing project tracking tools, and preparing detailed reports that are essential for informed decision-making. The role also requires analyzing data, supporting project management, and fostering collaboration among team members to ensure compliance with work plans. The consultant’s expertise in frontier technologies like AI, Blockchain, and IoT, along with analytical and organizational skills, are important for improving processes and achieving project goals. Overall, the Project Consultant is essential in driving the department’s strategic objectives which are relevant to the goals of the TSB.
TERMS OF REFERENCE
Under the direction of the Chief of the Operations and Planning Department the consultant will:
1. Project Coordination:
- Develop and maintain detailed schedules of project activities specific to OPD initiatives.
- Create and manage project tracking tools and status of activities.
- Contribute to the preparation of project reports, including summaries of activities performed, with a focus on OPD-related outcomes.
2. Data Analysis:
- Evaluate, extract, and consolidate data from documentation available in-house and obtained from Member States for reporting purposes, emphasizing OPD-specific data.
3. Performance Reporting:
- Ensure project reports include appropriate and accurate details relevant to OPD goals.
4. Partnerships and Collaboration:
- Consult with and provide support related to project management, including financial and implementation aspects, with a focus on OPD projects.
- Exchange information with project team members to ensure compliance with work plans and quality of reporting, particularly in the context of OPD initiatives.
CONCRETE DELIVERABLES
- Preparation of draft reports and/or presentations on detailed technical understanding of conceptual structure and algorithms
- Development and maintenance of an insightful tool used by project owners to inform resource needs, execution decisions, strategy choices and potential trade-off needs.
- Monitor deadlines for OPD projects or specific project activities and report any potential delays to the project manager
- Collection of important data requirements internally and externally; analyse and propose solutions considering stakeholders/end users’ needs.
COMPETENCIES
- Knowledge of frontier technologies such as AI, Blockchain and IoT.
- Advanced proficiency in Microsoft Office.
- Strong analytical, organizational, and communication skills.
- Ability to communicate with people at all levels and translate business data into digestible information that improves processes.
- Proficiency in project management software and tools.
QUALIFICATIONS REQUIRED
Education:
University degree in project management, information technology, AI, data analytics, international relations, or a related field.
Experience:
At least six (6) months of relevant professional experience in project management or in the field of the Special Service Agreement (SSA).
Languages:
Knowledge of English at advanced level. Knowledge of another language of the Union (Arabic, Chinese, French, Russian, Spanish) would be an advantage.
REMUNERATION INFORMATION
Between USD 185 and USD 250 per working day to be defined according to the work experience of the consultant.
