Position Summary:
IEM is looking for Full Time- Construction Operations Manager to join our team. The Construction Operations Manager is responsible for supporting the Housing and Infrastructure Project Management Teams in meeting their goals for applicant interaction and construction compliance. This role ensures the delivery of high-quality service and the resolution of construction issues related to Energy Star and lead-based paint. The Construction Operations Manager also serves as the primary liaison with local municipalities to facilitate permitting, inspections, and project completion, while ensuring compliance with program requirements.
Primary Location:
- Candidates must live within the state of NJ.
- Position will be a Remote and In Office role making it a Hybrid work schedule.
- In office days will be based on business needs and could range between 1 – 5 days a week.
- All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.
Travel Requirements:
- This position may require travel to complete work assignments or attend meetings.
Essential Functions:
- Assist with ensuring the Housing and Infrastructure Project Management Teams achieve established applicant interaction, construction management and contract production goals and milestones, including:
- Quality of service,
- Timing of meetings, milestones, and applicant interactions, and
- Identification of construction issues requiring contractor, municipal and/or DCA intervention.
- Serve as primary program contact to local townships and municipalities to facilitate permitting, inspections, construction progress, certificates of occupancy, and project completion.
- Provide lead-based paint and Energy Star guidance and support to ensure all projects meet program requirements.
- Working hand-in-hand with Project Managers, perform spot-check inspections and ensure quality field operations.
- Provide leadership, training, and activity coordination for construction-related teams.
- Participate in the development of tools, checklists, processes, and procedures for team activities.
- Work with leads and managers to address program challenges and concerns quickly and effectively as they arise.
- Monitor file and production trackers to assist with managing production and staff performance.
- Assist Teams with ensuring all assigned cases are handled efficiently and with high quality, and information is entered into all program Systems of Record accurately and on time.
- Maintain detailed level of knowledge of NJ Ida, Sandy, and SFRF program requirements, and participate in the development, design, and delivery of staff training.
- Establish and maintain a collaborative working relationship with DCA Construction Management and program staff to facilitate work product completion, submissions, and approvals.
- Work with other IEM Program and Project Managers, and departments to resolve issues and improve workflow and conduct reporting processes.
- Perform other duties as assigned.
Minimum Qualifications:
- Associate’s degree from an accredited university.
- A minimum of ten (10) years of experience in construction superintendence, supervision, or inspections.
- At least five (5) years of professional-level experience in construction project management.
- Five (5) years of experience in hazard mitigation, housing, community development, economic development, or related fields.
- Preferred experience with Community Development Block Grant housing and/or FEMA hazard mitigation programs or similar projects.
- At least three (3) years of experience working with municipalities, permitting offices, local building inspectors, and trade supervisors; experience in New Jersey is preferred.
- Advanced proficiency in Xactimate, a solid understanding of HUD Lead-Based Paint and Energy Star requirements, and the ability to quickly learn new software applications.
