Deputy Program Manager

Our work depends on a Deputy Program Manager joining our team to lead IT professionals supporting the Health Resources & Services Administration (HRSA).

The Health Resources and Services Administration (HRSA) aims to improve health outcomes by enhancing access to quality services, developing a skilled health workforce, and implementing innovative programs that benefit geographically isolated, economically or medically vulnerable populations. HRSA focuses on increasing health equity and strengthening local health systems through initiatives such as community health centers, the Organ Procurement & Transplantation Network (OPTN), the Ryan White HIV/AIDS Program, and support for maternal and child health.

At GDIT, we foster a people-centric environment. The Deputy Program Manager is responsible for the strategic planning and execution of all customer engagements.

The Deputy Program Manager coordinate project-based tasks to ensure adherence to established schedules and requirement specifications. The deputy program manager must serve as the secondary liaison between the Government and the Contractor throughout the life of the contract.

Key Responsibilities
The Deputy Program Manager is responsible for:

  • Stakeholder Engagement: Facilitate effective communication with the COR to align on expectations, approved processes, and feedback cycles. Coordinate status update meetings with relevant stakeholders and internal teams according to the cadence specified in the transition plan. Develop practical recommendations on data transfer, record maintenance, and process improvements that enhance interoperability with government-provided platforms.   • Project Management: Implementing and overseeing project management office (PMO) structures, portfolio management approaches, and best practice methodologies for technology projects. Proactively identify risks, issues, and dependencies related to onboarding, training, and operational ramp-up tasks, creating risk mitigation strategies.

  • Robust Documentation: Ensure documentation includes all required elements, such as detailed task lists, status updates, challenges, processes, future recommendations, and justification for outstanding tasks. Maintain centralized documentation repositories to store and organize records, data sets, deliverables, and historical references. Drive the creation, submission, and refinement of key deliverables: Transition Implementation Plan and Transition Completion Report.

  • Collaboration: Working with the technical team to ensure the effective delivery of dashboard tools and support for OPOs (Organ Procurement Organizations) and transplant centers. Develop practical recommendations on data transfer, record maintenance, and process improvements that enhance interoperability with government-provided platforms.

  • Task Coordination and Work Breakdown: Support the development of a Work Breakdown Structure (WBS) that outlines all contract tasks, timelines, dependencies, and resources required for full operational performance. Coordinate across teams to ensure accurate mapping, scheduling, and execution of transition-related deliverables within the designated timeframe. Serve as the single task coordinator to ensure synchronization of efforts between patient safety and membership functions during ramp-up and stabilization periods.

  • Process Enablement and Execution: Implement structured processes to enable rapid onboarding of staff and facilitate seamless access to required systems and records. Establish robust procedures for managing multi-platform operations (e.g., OPTN SharePoint Board and Committee Collaboration platform and other government-provided OPTN software and tools). Ensure all processes support operational continuity during the transition period, addressing immediate needs without disrupting safety and membership operations. Provide post-transition performance evaluations, highlighting areas for additional stabilization or process improvement.

  • Performance Management and Reporting: Monitor deadline compliance across all transition-related activities, ensuring deliverables are processed within the agreed-upon timeframes. Measure and report the operational readiness of patient safety and membership functions during and after the transition.

These responsibilities ensure the Deputy Program Manager successfully facilitates the transition and stabilization effort while adhering to contractual requirements, minimizing disruptions, and achieving operational performance goals.

WHAT YOU'LL NEED:

  • 8 years minimum in health consulting, project management, or healthcare management

  • Master’s degree (MBA, MHA, MSN, MPH, or equivalent relevant field) required

  • PMP certification is preferred

  • Strong analytical abilities (data-driven)

  • Excellent communication skills

  • Leadership capabilities

  • Strong attention to detail

  • Effective management skills

  • Skilled with Program Governance, Agile Methodology Frameworks and SDLC Planning & Execution

  • Ability to manage multiple projects simultaneously

  • Effective business development skills including proposal development and preparation

  • Detailed knowledge of relevant government regulations and standards

  • Experience working with PMO office supporting multiple clients

  • Must be able to obtain a Public Trust clearance

The likely salary range for this position is $127,500 - $172,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
