Our work depends on a Mainframe COBOL Developer joining our team to analyze design, develop, implement, and support code for our government customer, the United States Postal Service.
HOW A COBOL Developer WILL MAKE AN IMPACT
In this role, a typical day will include:
- Analyzes and evaluates existing or proposed systems and designs computer systems to process data
- Analyzes systems and procedures to refine their formulation and converts them to programmable formats
- Writes or updates software specifications
- Creates logical data models based on functional requirements
- Performs quality assurance review of specifications for internal and external delivery
- Troubleshoots and provides technical support and solutions to users
- Develops analytical tools for use in the design and redesign of systems
- Analyzes detail systems factors, including input and output requirements, information flow, hardware and software requirements, and reliability characteristics
- Prepares and updates documentation for new or existing systems
- Monitors system effectiveness in satisfying user needs
- May provide guidance and work leadership to less-experienced analysts.
- Maintains current knowledge of relevant technologies as assigned
- Participates in special projects as required
WHAT YOU’LL NEED TO SUCCEED:
Education:
- Bachelor's degree in Computer Science or related technical discipline; OR the equivalent combination of education, technical certifications or training, or work experience.
Required Experience:
- 5+ years of experience with Application Development in COBOL
Required Skills & Abilities:
- Developer of COBOL, VSAM, JCL, TSO/ISPF, XPEDITER, FileAid, ChangeMan, CICS, HostBridge
- Knowledge of Payroll processing
- Familiarity with Agile/Scrum processes and management tools such as VersionOne
- Knowledge of and experience in an IT Service management System and ITIL processes
- Proficient in Agile/Scrum methodologies
- Proficient knowledge and experience of SDLC practices
- Demonstrated knowledge in Change Management and Configuration Management
Preferred:
- Experience with DevOps practices on mainframes, including tools like Jenkins and Git
- Prior experience with performance tuning on mainframe systems
- Prior experience with ServiceNow
Security Clearance Level:
- Ability to obtain and maintain a Public Trust clearance and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
- This position has a U.S. residency requirement. The USPS security clearance process requires the selected candidate to have resided in the U.S. (including U.S. Territories) for the last five years as follows: U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 6 months consecutively in the last 3 years (unless they meet certain exceptions). Non-U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 90 days consecutively in the last 3 years.

The likely salary range for this position is $100,069 - $135,387. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.Scheduled Weekly Hours:
