We pride ourselves on combining deep payments expertise with modern technology to help our clients launch and scale payment programs that would otherwise take years to build.

Role Overview:

We are looking for an experienced Senior Program Implementation Manager to own the end-to-end delivery of Berkeley's most complex enterprise client implementations. This is a hands-on individual contributor role for someone who has implemented card programs before and wants to operate at the deep end of the portfolio.

You will own a portfolio of 5-10 program implementations at any time, ranging from net-new launches with major banks, payroll providers, and government programs to significant expansions on existing enterprise clients. You will be the single accountable owner for each implementation in your portfolio, from kick-off through go-live and handoff to ongoing operations.

This role sits at the intersection of payments product expertise, program configuration, and client delivery. You will translate complex client requirements into configured card programs on Berkeley's platform, navigate the approval workflows of issuing banks and processors, and coordinate across Berkeley's Tech, Compliance, and Operations teams to ship what was promised in the sales cycle. You will also be the operational voice with the client that pushes back when scope, timeline, or compliance reality demands it.

This role represents Berkeley's shift toward Implementation owning program configuration end-to-end. Historically, this work sat within Product; going forward, Senior Program Implementation Managers own the configuration decisions for the programs in their portfolio, partnering with Product on platform capabilities and Engineering on technical execution rather than escalating every call.

This is not a process-only PM role. You need to understand prepaid card programs deeply enough to make configuration tradeoffs in front of clients, hold technical conversations credibly with bank and processor counterparts, and operate independently across multi-party, multi-month implementations.

You will report to the Senior Manager, Client Implementation, and partner closely with Implementation Managers, Project Managers, and Implementation Analysts across the team.

Key Responsibilities:

  • Program Delivery Ownership: Own the end-to-end delivery of a portfolio of approximately 5 to 10 implementations. Provide accurate, timely status, risk, and timeline reporting on every program in your portfolio.

  • Program Configuration: Configure card programs on Berkeley's platform, including card products, fee structures, BIN range allocation, transaction rules, velocity and load limits, MCC restrictions, KYC tiers, and disbursement workflows. Maintain enough technical and product fluency to make configuration tradeoffs without escalating every decision to Product or Engineering.

  • Client Stakeholder Management: Serve as the Berkeley point of contact for enterprise clients during implementation. Run client working sessions, manage stakeholder expectations, surface risks early, and make scope and timeline tradeoffs with clients directly.

  • Bank Submission & Approval: Prepare and submit program documentation to Berkeley's issuing bank counterparts. Manage the bank approval workflow end-to-end, anticipating questions, pre-empting blockers, and driving faster, cleaner approvals through strong preparation.

  • Processor Coordination: Coordinate processor configuration and certification for new programs, working closely with internal engineering and external processor implementation teams. Own the program-level configuration handoff and validation.

  • Compliance Execution: Partner with Compliance to ensure each implementation meets FINTRAC, PCMLTFR, and PCI requirements before launch. Treat the Funds Protection Sign-Off and other mandatory compliance gates as non-negotiable prerequisites for go-live.

  • Cross-Functional Coordination: Drive cross-functional execution across Berkeley's Tech, Compliance, Operations, and Account Management teams for each program in your portfolio. Unblock dependencies, escalate when blocked, and keep multi-party implementations on track.

  • UAT & Go-Live Readiness: Own UAT planning and execution, transaction testing, dispute flow validation, and reporting verification before launch. Sign off on go-live readiness with full ownership of the operational quality of the launch.

  • Time-to-Revenue: Drive Time-to-Revenue (TTR) on every program in your portfolio. Identify risks early, remove blockers proactively, and contribute to portfolio-wide TTR improvements.

  • Sales & Product Partnership: Partner with Sales on pre-sale feasibility for complex or non-standard programs in your portfolio. Provide implementation effort estimates and flag configuration risks before contracts are signed. Partner with Product on platform capability gaps and roadmap input, without depending on Product for routine configuration decisions.

  • Post-Launch Changes: Own significant post-launch program changes for enterprise clients in your portfolio, including new card products, fee changes, BIN additions, and configuration updates.

  • Internal Programs: Contribute to internal transformation initiatives, including Berkeley's processor migration and AI-driven operational improvements. Lead implementation workstreams where appropriate.

  • Knowledge Sharing: Contribute to Berkeley's implementation playbooks, runbooks, and templates. Mentor Implementation Managers and Analysts on technical and operational best practices.

Qualifications:

  • 5+ years of implementation, client onboarding, or program delivery experience within FinTech, payments, or financial services. Payments experience is non-negotiable.

  • Direct hands-on experience implementing card programs, payment programs, or banking products for enterprise clients. You have personally configured card programs, not just managed timelines around them.

  • Proven track record owning complex, multi-party implementations involving banks, processors, networks, and enterprise client stakeholders.

  • Working knowledge of the Canadian prepaid card ecosystem, including BIN sponsorship models, FINTRAC and PCMLTFR obligations, and network rules .

  • Strong understanding of how card programs are configured operationally: fees, limits, KYC tiers, transaction controls, dispute flows, and reporting.

  • Technical fluency. Deep enough understanding of API-based integrations, payment rails, processor workflows, and webhooks to hold credible conversations with internal engineering, processor counterparts, and client technical teams.

  • Product judgment. Comfortable making configuration tradeoff decisions independently. Understands when a decision is a routine configuration call (yours to make) versus a platform capability question (Product's to own).

  • Process discipline. Strong command of project management tools (Jira, Confluence) and frameworks. Able to run multiple complex implementations in parallel without losing the thread on any of them.

  • Exceptional client communication. Able to hold the room with senior enterprise client stakeholders and earn their confidence.

  • Strong written communication. Status reports, risk escalations, configuration specifications, and client communications must be clear, concise, and defensible.

  • Operational discipline. Able to manage 5 to 10 active implementations concurrently without dropping balls or compromising quality.

  • Comfort pushing back. Willing to tell clients, sales, and senior leadership when timelines, scope, or configuration requests are unrealistic, with the substance to back it up.

  • Independence. Able to operate without close supervision on complex programs. Knows when to escalate and when to drive through.

  • Bachelor's degree in business, finance, engineering, or a related field, or equivalent work experience.
