ARSIEM is looking for an Instructional Systems Designer (Mid) to develop training and development programs. This position will support one of our Government clients in Columbia, MD.

Responsibilities

  • Prepares and/or conducts training programs of a nontechnical nature, teaches classes, holds seminars, and leads discussion groups.
  • Designs and delivers programs to train all levels of personnel.
  • Develops tests and visual aids, conducts training classes, and develops criteria for evaluating the effectiveness of training activities.
  • Formulates teaching outline in conformance with selected instructional methods, utilizing knowledge of specified training needs and effectiveness of such training methods as individual coaching, group instruction, lectures, demonstrations, conferences, meetings, and workshops.
  • Keeps abreast of training and development research: learning theory, motivation theory, and new materials, methods, and techniques.
  • Develops in-house programs and practices to identify developmental needs, including preparing personnel for more responsible positions and increasing effectiveness in present assignments. May evaluate and/or oversee contractors or vendors to develop and/or administer training programs.
  • Responsible for the development of e-learning programs. Confers with management, employees, and clients to gain knowledge of work situations requiring training and to better understand changes in policies, procedures, regulations, business initiatives, and technologies.
  • Formulates teaching outline and determines instructional methods such as individual training, group instruction, lectures, demonstrations, conferences, meetings, and workshops.
  • Selects or develops teaching aids such as training handbooks, demonstration models, multimedia visual aids, computer tutorials, and reference works.
  • Facilitates the execution of all training programs.
  • Monitors training costs to ensure the budget is not exceeded, and prepares budget reports to justify expenditures.

Minimum Qualifications

  • Minimum of 5-8 years of working experience in Instructional Systems Design.
  • Bachelor's (or equivalent) with 2 - 4 years of experience or a Master's with 0-2 years of experience.
  • Must meet Cyber Instructional Curriculum Developer, Work Role ID 711 (NIST: OV-ED-001) standards: https://public.cyber.mil/dcwf-work-role/cyber-instructional-curriculum-developer/
  • Experienced with frequent use and application of technical standards, principles, and theories.
  • Experience working under general supervision to provide solutions to technical problems of moderate scope/complexity.
Clearance Requirement: This position requires an active Secret clearance. You must be a U.S. citizen for consideration.Candidate Referral: Do you know someone who would be GREAT at this role? If you do, ARSIEM has a way for you to earn a bonus through our referral program for persons presenting NEW (not in our resume database) candidates who are successfully placed on one of our projects. The bonus for this position is $5,000, and the referrer is eligible to receive the sum for any applicant we place within 12 months of referral. The bonus is paid after the referred employee reaches 6 months of employment.
