Job Description:
The ideal candidate will support the BUMED Budget Directorate (N83) with POM development and proposals, Budget Formulation, and Budget Execution activities.
Duties will include:
- To work with the following appropriation types: Operations & Maintenance (O&M), Procurement, Research & Development, Testing & Evaluation (RDT&E), multi-year and no-year.
- To grasp inter-relationships between financial management requirements and automated solutions in place or contemplated.
- To work POM activities that involve tasks such as analyzing program requirements, assessing resource needs, and formulating budget proposals accordingly.
- Perform the regular tracking of budget execution data, prepare management reports to display budget execution data, assist the Government budget analysts in the preparation of budget exhibits, and provide analytical expertise to support N83’s decision-making capability.
- Run required execution reports for Navy and DHP appropriations, to include pulling raw data from accounting and budget systems, conducting reviews for data integrity and accuracy, formatting into correct report format and submitting to N83 Government staff for final review and approval.
- Run ad hoc financial data reports as required to support N83 reporting to higher headquarters as well as to distribute data to Regions and activities. Examples of these reports include, but are not limited to: Navy PBIS queries, various budget exhibit reports, CIVPERS execution reports, Cash-to-Control reports, contingency operations reports as required, as well as all other N83 required execution reporting requirements. Due to the nature of the budget process and evolving funding situations, there are numerous ad-hoc reports and budget drills that arise in the normal course of business.
- Experience with PBIS, EFD, ERP, GFEBS, and ADVANA/Jupiter applications.
Experience Requirements:
Mandatory: Three (3) years of demonstrated experience and ability in a combination of POM, Budget Formulation or Budget Execution areas of expertise.
- Demonstrate high command of Microsoft Excel and data analytics, data manipulation
- Demonstrate high levels of written communication
- Demonstrate strong analytical skills, attention to detail, and knowledge of the DoD budgeting process
Certification Requirements:
CDFM or Defense Financial Managers Certification Level I (DFMCP) preferred
Education Requirements:
Bachelor’s degree from an accredited college or university in the field of Business (i.e., Accounting, Finance, Business Administration, Health Administration, or another related field)

Waiverable/Substitutable: If no bachelor’s degree, candidate must possess a minimum of 3 years of experience ability to apply Federal financial guidelines and accounting rules and principles with minimum oversight.
