William Minnie

I bring a strong combination of strategic vision, policy literacy, and practical governance experience grounded in both institutional research and elected leadership. I’m a final-year Human Resource Management student at the Namibia University of Science and Technology, and I’ve built my work around strengthening municipal and parliamentary decision-making with evidence.

As a Policy and Local Government Researcher at the City of Windhoek Municipal Council, I contributed to evidence-based municipal governance work. As an elected Local Authority Councillor and Member of the Management Committee in Mariental, I support executive oversight and coordination of municipal governance in line with the Local Authorities Act 23 of 1992—participating in reviewing budgets and expenditure, monitoring council resolutions, and ensuring delegated responsibilities are executed effectively to strengthen service delivery, accountability, and administrative performance.

I also work as a Policy Researcher in the LPM Parliamentary Office (2024–2025), providing technical and analytical support to strengthen legislative oversight, policy development, and evidence-based parliamentary interventions. In that role, I prepared policy briefs, analysed draft legislation, supported parliamentary questions and motions, and developed research memoranda across areas such as land reform, youth unemployment, decentralisation, environmental governance, and public resource accountability—while assisting MPs with budget analysis and debate talking points.
