At the Office of the High Representative in Sarajevo, I lead the Department for Legal Affairs, supporting implementation of the civilian aspects of the Dayton Peace Agreement. I have also served as General Legal Counsel and Deputy Head of the Department, advising the EU Special Representative on legal frameworks, contracts, employment law, privileges and immunities, and conflicts of interest.
My work spans international criminal law, human rights law, humanitarian law, justice reform, transitional justice, and rule of law. I have advised the United Nations, Council of Europe, OSCE, EU Police Mission, and other international institutions, represented applicants and third parties before the European Court of Human Rights, and contributed to war-crimes, witness-protection, policing, refugee, and institutional-reform work.
