At Fondo Nacional para la Gestión del Riesgo de Desastres, I direct technical, legal, and financial oversight of five interadministrative agreements worth more than COP 222 billion. I also negotiated the release of COP 59.096 billion tied up in an inactive agreement and control the process through to its effective return.
At Colombian Navy, I directed strategic purchasing, supply, and finance, overseeing 89% of the institutional budget. I ensured full execution of a COP 1.9 trillion budget with no findings from the Contraloría General de la República, and developed a Power BI system to track more than 400 contracts a year.
In naval aviation supply chain, I increased fleet availability from 65% to 80% and reduced acquisition costs by 30% through direct negotiations with OEMs and brokers. My work also spans logistics operations, critical fuel supply, and contract management across maritime, aviation, and Oil & Gas environments.
