The Virginia Department of Motor Vehicles (DMV) is looking to hire a Speed Program Manager!

This is a remote position and will be required to travel throughout the state.

The Speed Program Manager leads statewide efforts to enhance road safety. This role is responsible for designing and implementing data-driven safety initiatives, coordinating with internal teams and external stakeholders, and managing public awareness campaigns. The position oversees grant acquisition and compliance, ensuring resources align with strategic objectives to reduce traffic-related injuries and fatalities. By analyzing traffic data and fostering collaborative partnerships, the manager drives impactful programs that promote safer roadways across Virginia.

The Highway Safety Office is dedicated to enhancing roadway safety throughout the Commonwealth of Virginia by developing and implementing innovative strategies, data-driven initiatives, and impactful public outreach campaigns. By fostering partnerships with federal, state, and local organizations, the department aims to reduce traffic crashes, fatalities, and injuries. Through effective leadership, strategic planning, and community engagement, the department supports DMV’s mission to safeguard lives while promoting a culture of shared responsibility and continuous improvement in highway safety.

DMV, headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves many businesses, including dealers, fuel tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum Qualifications

  • Comprehensive understanding of traffic safety laws, regulations, and initiatives at state and federal levels, including those established by the National Highway Traffic Safety Administration (NHTSA).
    • Knowledge of behavioral psychology and its application to public safety campaigns.
    • Expertise in public relations strategies, including media outreach, crisis communication, and stakeholder engagement.
    • Advanced communication skills for engaging diverse audiences and stakeholders effectively.
    • Proficiency in data analysis, interpretation, and visualization to identify trends, assess risks, and inform strategic decisions and public campaigns.
    • Project management skills, including budget oversight, timeline adherence, and change management.
    • Skill in building partnerships with public, private, and nonprofit organizations to expand program reach and leverage feedback to refine programs and campaigns.
    • Problem-solving abilities to address operational challenges and drive innovative program design.
    • Adaptability to respond to evolving priorities and stakeholder needs while ensuring accuracy in timely program documentation and reporting
    • Ability to develop and execute strategic plans aligned with organizational goals and performance metrics.
    • Competency in interpreting and applying laws, policies, and guidelines effectively.
    • Capacity to handle sensitive and confidential information with discretion.
    • Negotiation and consensus-building skills to advance stakeholder engagement and program goals.
    • Understanding of cultural competency principles for inclusive and equitable outreach efforts.
