Position Overview

The Proposal Manager is responsible for supporting the sales, account management, business development and client services teams by managing the entire proposal process for complex proposals from opportunity identification to proposal delivery. Must ensure 100% compliance with RFP requirements and submitted by client-provided deadline. Ability to analyze the RFP, create and manage a compliant outline, response development schedule, bid management plan, compliance matrix, bid style guidelines, track and report and escalate progress, lead meetings, coach contributors for compelling responses, and format/produce the final response for submittal. Experience in state and local level government is required. Participation in information gathering and market and competitor analysis to drive market and geographical corporate strategies.

Essential Responsibilities

  • Primary responsibility is the management and creation of client specific responses to RFPs ensuring full compliance with RFP submittal requirements in collaboration with the opportunity owner
  • Oversees the response effort; coordinating tasks to ensure timelines to meet all deadlines; escalating as needed
  • Analyzes the RFP and defines the associated proposal process and makes content judgements
  • Creates, setups, manages, and leads RFP activities; win theme, kick-off; questions reviews; solution walkthrough; status/progress; legal/contract reviews; color reviews; production; orals and other post submission client deadlines, and all meetings required
  • Establish and maintain proposal schedule, compliant outline, assignments, and compliance matrix (as necessary)
  • Add baseline qualification content and assist in editing overall
  • Create outlines, compliance matrices of RFP requirements, shell files and other required pieces
  • Ensures appropriate templates, cover, spine, tab, and label content (text and artwork) are completed
  • Performs and completes required forms and signatures
  • Prepares review packages and provides necessary guidance
  • Reviews all sections and manages review by other participants
  • Conducts compliance assessment and editing ensuring compliant proposals; and perform quality checks
  • Ensures on time production, book checks (electronic or hardcopy), and communicates delivery plan
  • Checks statuses, schedule, and attends financial review meetings to ensure all pricing is on track with all considerations
  • Actively maintains an up-to-date content library, and add new content as needed
  • Support the efforts of the sales/account management team in oral presentations, supplemental requests, and BAFO submissions
  • Manage other post activities such as lessons learned, FOIA/Public Disclosures, debrief reviews, etc
  • In collaboration with the Opportunity Owner, arrange post bid reviews with customers, contract award,
  • Updates Salesforce, SharePoint and other records as appropriate
  • Proactively identifies process and procedures improvements.

Qualifications

  • Experience in state and local level government is required
  • Experience with International Government bids a plus
  • Experience in managing proposals for technology products and/or complex services
  • Strong computer abilities including high proficiency in Microsoft Office Word, SharePoint, Teams, PowerPoint, Excel; Adobe
  • Acrobat Pro (or equivalent). Some experience with other Adobe Creative Suite software is a plus
  • Strong interpersonal and communication skills (written and oral) with ability to interface and effectively motivate team members to complete tasks assigned without authority
  • Excellent written skills: grammatical, spelling and formatting
  • Strong organizational, time management, and multitasking abilities to enable managing more than one
  • proposal concurrently
  • Quality oriented with attention to detail
  • Self-motivated and resourceful, with a positive attitude
  • Work independently and perform under pressure within tight, firm deadlines
  • Global team willingness to work extended hours if needed and assist other proposal team staff in meeting deadlines.

Competency Requirements

  • Bachelor’s degree required, preferably in Writing, Business, Economics, Marketing, or Psychology
  • APMP, Shipley Capture or PMP certification is a plus
  • Minimum 5 years’ experience managing proposals for state and local government clients

Preferred Knowledge, Skills & Abilities

  • Proven capability in managing and successfully meeting client deadlines with 100% compliant responses
  • The skill to independently define, schedule, and manage the proposal preparation process, including the
  • ability to understand and analyze the details of multiple RFPs at one time
  • Experience of bid campaign management from opportunity identification through to project delivery,
  • including input into opportunity qualification, win strategies, commercial discussions and solution design.
  • Must be comfortable working at VP/Director Level.
  • Outstanding communication skills (written and oral); including a strong working knowledge of Microsoft
  • Office Suite
  • Exceptional facilitation and organization skills
  • Self-motivated and directed
  • Ability to travel 10% as needed
