I. Background:

The UN Women Morocco Country Office (CO) focuses on three strategic areas: (i) women's economic empowerment, (ii) the fight against gender-based violence, and (iii) women's participation in political and public life. In an economic context where Morocco is classified as a middle-income country, it is essential to diversify funding sources to ensure the sustainability of its programmes.

As part of the implementation its 2023-2027 Strategic Plan, the Morocco CO aims to expand its partnerships by engaging with traditional and non-traditional actors, particularly those from the private sector and financial partners who share UN Women’s vision and demonstrate a willingness to contribute to its implementation.

In this regard, UN Women Morocco is recruiting a consultant to develop a resource mobilization strategy, including a specific strategy for engaging the private sector.

The consultant will report directly to the Programme Management Specialist of the UN Women Morocco Country Office.

II. Description of Responsibilities/ Scope of Work:

  • Develop a resource mobilization strategy aligned with the priorities of the 2023-2027 Strategic Note of the UN Women Morocco CO and the country's economic context and priorities. This report should include a detailed strategy, including the following components/annexes:
    • A thorough analysis of the opportunities and risks associated with resource mobilization.
    • A private sector engagement strategy, including a list of potential partners to mobilize at national and international levels.
    • A concrete and operational action plan for engaging financial partners and mobilizing the necessary resources.
    • Strategic recommendations for short, medium, and long-term implementation, considering the identified priorities.
  • Conduct an analysis of traditional and non-traditional partners (including private sector companies, philanthropic actors, financial institutions, impact investors, social enterprises, academic institutions) to diversify funding sources.
  • Develop a private sector engagement component outlining potential partners at national and international levels and collaboration mechanisms.
  • Propose concrete actions to mobilize funds, including from the private sector and philanthropic actors including suggestions of joint financing and potential streams of innovative and impact financing.
  • Provide recommendations to ensure the sustainability of UN Women Morocco’s programmes and projects through strategic partnerships, diversifying funding streams and reducing dependency on any single source of funding.
  • Assess needs and propose a system for organizing in-house information for improved donor outreach and management of on-going relations and resources.
  • Support the Morocco CO in exploring the Direct Strategic Note (DSN) funding modality by conducting a comprehensive benchmark of donors utilizing this approach and providing concrete, actionable recommendations for a successful application.

Functional Competencies:

  • Excellent research, analysis, and report-writing skills.
  • Ability to collect and interpret data, draw logical conclusions, and present findings and recommendations.
  • Strong analytical skills.
  • Experience working in middle-income countries, with an understanding of economic and policy dynamics in such contexts.

IV. Required Qualifications

Education and Certification:

  • Master’s degree or equivalent in public policy, public administration, political sciences, international relations, social sciences, economics, business administration, management, or other related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 3 years of experience in resource mobilization is required.
  • Experience in designing financing/resource mobilization strategies, preferably within MENA region or other middle-income countries is required (Samples of previous work will be required.)
  • Demonstrated knowledge of gender equality or sustainable development areas is required.
  • Knowledge of the Moroccan context (public policies and strategies) is desirable.

Languages:

  • Fluency in English is required.

Knowledge of other official UN languages (French or Arabic) is desirable.
