Trilogy Federal is seeking a Section 508 Compliance & Accessibility Analyst to support the Department of Veterans Affairs (VA) T4NG Consolidated Corporate Support Services (CCSS) 2.0 program, with a primary focus on Section 508 compliance and digital accessibility for VA electronic and information technology (EIT) deliverables. In this role, the Analyst partners with VA and contractor stakeholders across agile delivery teams to help ensure VA digital products and supporting governance processes meet applicable federal accessibility requirements, support audit readiness, and sustain high-quality, mission-focused delivery outcomes.

The Section 508 Compliance & Accessibility Analyst serves as the organization’s primary authority on digital accessibility, ensuring all electronic and information technology (EIT) complies with Section 508, WCAG 2.1 AA, and federal accessibility mandates. With five years of hands‑on experience, this role leads accessibility testing, remediation strategy, policy development, and team‑wide implementation. The analyst will lead and mentor 508 resources across the team, ensuring consistent, high‑quality accessibility practices. The role also supports cybersecurity teams by integrating accessibility considerations into secure development and compliance workflows.

Primary Responsibilities:

    Accessibility & Section 508 Leadership (Primary Focus)
  • Serve as the accessibility authority, guiding and overseeing the work of 508 analysts, testers, and accessibility resources across the team.
  • Assign, review, and validate accessibility testing tasks to ensure consistent application of Section 508 and WCAG standards.
  • Conduct comprehensive accessibility evaluations of websites, applications, documents, and multimedia content.
  • Perform manual testing using assistive technologies such as JAWS, NVDA, VoiceOver, TalkBack, ZoomText, and keyboard‑only navigation.
  • Execute automated testing using tools such as Axe, WAVE, ANDI, ARC Toolkit, and Siteimprove.
  • Develop, update, and validate VPATs/ACRs and ensure accuracy across team deliverables.
  • Lead remediation planning by providing detailed, actionable guidance to developers, UX designers, content authors, and product teams.
  • Review procurement packages for accessibility requirements and ensure vendor deliverables meet compliance standards.
  • Create and maintain accessibility policies, standards, checklists, and governance frameworks.
  • Deliver accessibility training, workshops, and coaching sessions for technical and non‑technical staff.
  • Support user testing with people with disabilities to validate real‑world accessibility.
  • Track and report accessibility metrics, findings, and compliance status to leadership.
  • Team Leadership & Implementation

  • Lead 508 resources on the team, providing direction, mentorship, and quality oversight.
  • Establish and enforce accessibility workflows, testing protocols, and documentation standards.
  • Coordinate accessibility activities across multiple projects to ensure consistent implementation.
  • Serve as the primary escalation point for complex accessibility issues and interpretation of federal requirements.
  • Partner with project managers to ensure accessibility milestones are integrated into schedules and deliverables.
  • Documentation & Compliance

  • Maintain accessibility documentation for audits, ATO packages, and federal reporting requirements.
  • Develop accessibility statements, conformance reports, and remediation roadmaps.
  • Ensure accessibility is integrated into SDLC, Agile workflows, and design reviews.
  • Cybersecurity & Risk Management (Secondary Focus)

  • Support cybersecurity teams by ensuring accessibility requirements are incorporated into secure design and development.
  • Assist with NIST RMF documentation where accessibility intersects with security controls.
  • Conduct basic vulnerability scanning and security control reviews to support broader compliance efforts.
  • Participate in incident response activities when accessibility‑related security issues arise.
  • Maintain awareness of how accessibility and cybersecurity intersect, such as accessible authentication and user‑centric security design.

Minimum Requirements:

  • Bachelor's degree in Cybersecurity, Computer Science, Information Technology, or a related discipline; equivalent practical experience may be considered.
  • Minimum of 10 years of progressive experience in cyber security operations, risk assessment, vulnerability management, or information security compliance.
  • 5+ years of experience in Section 508 compliance, accessibility testing, or digital accessibility consulting.
  • Demonstrated experience leading or mentoring accessibility/508 resources.
  • Deep knowledge of WCAG 2.1 AA, Revised Section 508, Trusted Tester processes, and accessibility testing methodologies.
  • Proficiency with assistive technologies and accessibility testing tools.
  • Experience developing VPATs/ACRs and accessibility remediation plans.
  • Strong understanding of federal accessibility requirements, EIT procurement, and compliance workflows.
  • Familiarity with cybersecurity frameworks such as NIST SP 800 53 and RMF.
  • Excellent communication skills with the ability to translate accessibility findings into clear, actionable guidance.
  • Expert level attention to detail and analytical rigor
  • Strong understanding of disability inclusion and user centered design
  • Ability to lead and mentor accessibility professionals
  • Clear, confident communication with technical and non technical audiences
  • Ability to drive accessibility initiatives across large, complex organizations
  • Ability to obtain a Public Trust Clearance.

Preferred Qualifications:

  • Familiarity with VA’s Governance, Risk and Compliance (GRC) tools and associated security workflows.
  • Accessibility certifications such as Trusted Tester (TTV5), IAAP CPACC, WAS, or ADS.
  • Cybersecurity certifications such as Security+, CAP, or CISSP Associate.
  • Experience supporting federal agencies or large enterprise accessibility programs.
  • Knowledge of accessible UX design, inclusive design principles, and usability testing.
  • Familiarity with cloud platforms (AWS, Azure, GCP).
