We are seeking a Program Manager to lead delivery of Army Finance modernization based on Microsoft Dynamics 365 Finance and Operations (D365 F&O). The solution includes Dynamics 365 Finance and Supply Chain Management. The manager will coordinate Government stakeholders, partners, and multidisciplinary delivery teams against approved scope, financial commitments, and outcome-based milestones, from mobilization through the Minimum Viable Capability Release and subsequent implementation and support transitions.

DUTIES AND RESPONSIBILITIES:

  • Lead program mobilization, governance, staffing, stakeholder coordination, and integrated delivery planning.
  • Maintain schedules, budgets, risks, issues, dependencies, and change control aligned with approved capability milestones.
  • Coordinate partners, subcontractors, delivery teams, and shared services across functional and technical workstreams.
  • Oversee deliverable quality, evidence completeness, acceptance readiness, and timely resolution of Government feedback.
  • Coordinate Agile planning and progress reviews with program-level and team-level delivery leads.
  • Integrate security authorization, migration, testing, training, environment, and deployment dependencies into program decisions.
  • Monitor performance, communicate status and emerging impacts, and drive corrective actions with accountable owners.
  • Manage production transition, stabilization, and sustainment planning while supporting Government release and acceptance decisions.

KNOWLEDGE AND SKILLS REQUIRED:

  • 7+ years of experience in IT program or project delivery, including 3+ years leading complex, multi-team enterprise implementations.
  • Experience managing federal customer relationships, subcontractors, schedules, budgets, risks, and outcome-based deliverables.
  • Demonstrated experience delivering ERP or financial-system modernization programs.
  • Experience coordinating Agile delivery and transitioning enterprise capabilities into production.
  • Ability to integrate security, migration, testing, training, and deployment dependencies into an executable program plan.
  • Strong leadership, negotiation, written communication, and executive briefing skills in a Government-facing environment.

KNOWLEDGE AND SKILLS DESIRED:

  • Experience managing Army modernization programs.
  • Experience with D365 F&O delivery and related integration or data-migration workstreams.
  • Experience managing phased enterprise deployments and transitions from legacy financial systems.

EDUCATION:

  • Bachelor's degree in business administration, management, information systems, engineering, or a related field, or equivalent combination of relevant education, training, and professional experience.

CLEARANCE / SUITABILITY:

  • Must meet Government citizenship and background check requirements. Any required security clearance and access approvals must be obtained before accessing Government systems or project data and maintained throughout the assignment.

WORK LOCATION:

•Remote within the United States.
