As an Equal Opportunity Specialist you will implement, monitor, and ensure ADOT is in compliance with mandated Federal Civil Rights requirements. You will rely on your superior written and verbal skills to review employee discrimination complaints under Title VII, participate in the fact-finding investigative process, conduct investigative interviews, write and prepare comprehensive reports and participate in presenting training.

Job Summary:

Under the general direction of the Equal Opportunity Program Administrator, this position is responsible for the implementation and monitoring of the ADOT Equal Opportunity Programs mandated under the federal civil rights laws to include the Federal Highway Administration (FHWA). This position provides guidance and training on mandated civil rights requirements, investigates internal complaints of discrimination, and applicant complaints for the agency. This position provides support to the AD0T Equal Opportunity Office to ensure compliance.

This position may be available for remote work within Arizona (Two (2) days per week in the office/hoteling).

Job Duties:

Implementing, monitoring, and ensuring agency compliance with its federal civil rights mandated requirements. Develop and refine processes as needed to continuously improve.

Oversee processes involving internal employee discrimination complaints under TItle VII to ensure compliance with federal and state rules, regulations, and laws.

Conducting assessments for employee complaints and discrimination investigations, preparing reports, documents, and resolving employee and management concerns.

Developing and conducting virtual and in-person training of internal Equal 0pportunity (EO) program areas to include but not limited to Equal Employment Opportunity (EE0), Americans with Disabilities Act (ADA), Pregnant Workers Fairness Act (PFWA) and religious accommodations. May attend and represent the EO Program at leadership meetings, presentations, and training events.

Under the supervision and leadership of the Program Area Manager, coordinate and organize tasks for conducting interviews, investigations, processing internal complaints of discrimination and provide technical assistance and guidance to agency internal stakeholders regarding civil rights mandated requirements.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
- Federal and State Civil Rights laws, regulations, and - statutes which govern Title VII.
- ADOT civil rights compliance policies and procedures.
- Thorough knowledge of Federal regulations relating to civil rights compliance and investigations.
- Civil Rights, State Transportation Programs and/or Local Government Transportation Programs.
- Statistical and/or auditing principles.
- Organizational principles and procedure development.
- Proficiency of understanding and implementing compliance requirements far Title VII of the Civil Rights Act of 1964.

Skill:

- Planning and organization.

- Verbal and written communication.

  • Analytical and problem solving.
    - Interviewing and interpersonal skills.Data analysis and report writing.
    - Interpreting statutes, policies, and procedures.
    - Basic field data collection techniques.

    Ability:

    - Meet deadlines and manage multiple priorities.
    - Gather and analyze data.
    - Write dear and concise reports, letters, or other material.
    - Analyze facts, interpret law: and regulations, draw logical conclusions and make informed decisions.
    - Provide training and present information, respond to verbal questions appropriately.
Selective Preference(s):

Two (2) or more years of working experience in applying principles and practices in civil rights; equal employment opportunity or compliance. Equivalent combination and experience sufficient to provide the applicant with the knowledge, skills, and ability to successfully perform the essential functions of the job.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
