The salary range(s) represents our good faith estimate for the role at this time. Southwest Power Pool (SPP) is seeking a strategic, knowledgeable, and highly experienced Technical Director, Market Policy & Operations to provide senior-level guidance and leadership on market operations policy. This position is a critical advisor to the Vice President, Markets and plays a central role in shaping the future of market operations across the SPP footprint.

About the Role

The Technical Director will lead the coordination and development of market operational policies in alignment with SPP’s goals, governing documents, and the evolving national regulatory and industry landscape. This individual will act as a Subject Matter Expert (SME) across internal and external stakeholder groups and represent SPP in high-level forums involving NERC, Regional Entities, members, and stakeholders. With deep knowledge of SPP’s history, stakeholder culture, and regulatory framework, this role ensures that operational market policies are not only effective but also compliant and forward-thinking.

Key Responsibilities

  • Serve as a senior advisor to the VP, Markets on technical and policy issues related to market administration and design.
  • Lead internal and external stakeholder efforts to identify and resolve market policy issues.
  • Drive policy development that ensures market compliance and improves operational efficiency.
  • Collaborate with consultants, legal counsel, and cross-functional teams to implement market policy initiatives.
  • Oversee complex stakeholder processes that result in market rule enhancements.
  • Support market-related activities across both Eastern and Western Interconnections.
  • Develop strategic whitepapers and guidance for the executive team and SPP members.
  • Represent SPP in external R&D and policy development forums.
  • Provide leadership across market policy working groups and committees.
  • Manage special projects and contribute to the organization’s long-term strategy.

To be successful in the role we're looking for:

  • A Bachelor’s Degree in Engineering, Accounting, Economics or another relevant field of study. [three years relevant job-related work experience may be considered in lieu of educational requirements]
  • Fifteen (15) years’ experience in electric system operations, real-time operations support, operations training or other area of responsibility related to reliability operations and market operations
  • Extensive knowledge of electric utility market operational policies and practices, electric utility market operations, and markets including: market monitoring, generally accepted ratemaking, cost allocation and pricing principles, resource planning, policies and procedures of the Federal Energy Regulatory Commission and state regulatory commissions
  • Operational knowledge and experience in the Eastern and Western Interconnections
  • Knowledge of computer business applications and data base management systems
  • Flexibility and the ability to function with constantly changing and multiple priorities
  • Excellent organizational skills
  • Understanding of and compliance with SPP Policies and Procedures

  • Previous supervisory experience

  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Travel Requirement:

  • This position requires moderate-significant travel (approximately 30%)

Our journey began in 1941 when eleven regional utilities pooled their resources to support the critical wartime effort of powering an aluminum production facility in Arkansas. We develop market and reliability rules, manage congestion on the grid, and operate wholesale electricity markets, including day-ahead and real-time energy markets. This ensures that supply always matches demand and helps to achieve competitive, fair, market-based prices. We are constantly working with our members and stakeholders, fostering strong relationships to responsibly and economically keep the lights on, both today and for the future. Our commitment extends to integrating renewable energy sources, and we've proudly seen wind become a primary fuel source in our region.
