Position Title:

State Agency Liaison

Salary Range:

State Agency Liaison (Grade 15, Exempt). Annual salary range: $86,560 – $108,200. This range reflects the minimum to midpoint of the grade. Salary may exceed the midpoint and will commensurate with experience.

Senior State Agency Liaison (Grade 16, Exempt). Annual salary range: $99,200 – $124,000. This range reflects the minimum to midpoint of the grade. Salary may exceed the midpoint and will commensurate with experience.

Principal State Agency Liaison (Grade 17, Exempt). Annual salary range: $114,320 – $142,900. This range reflects the minimum to midpoint of the grade. Salary may exceed the midpoint and will commensurate with experience.

Job Description Summary:

The State Agency Liaison is responsible for generating revenue by representing Sourcewell's Enterprise Solutions team. This position is directly responsible for reaching profit and margin goals by developing strong relationships with key and targeted agency accounts and serving as a trusted advisor. This position will be actively involved in the management, retention, and growth of assigned agency accounts. This position will occasionally represent Government Accounts at internal meetings.

Essential Duties and Responsibilities

  • Maintain relationships with agencies. Work within established systems to generate new opportunities and ensure all demands are met.

  • Develop and implement an agency contact plan to communicate and engage with potential agencies to build new relationships. Act as first point of contact for client queries and complaints and resolve them, referring complex issues to others and ensuring that the client receives an appropriate response

  • Identify the solutions that best meet the agencies goals needs, use personal expertise to propose solutions, and present to the agency with clear rationale and explanation of how the solution aligns to the agencies objectives.

  • Set clear objectives for each agency; use standard materials to deliver presentations; and ask relevant questions to evaluate the client's level of interest and to identify and respond to areas requiring further information or explanation.

  • Assist with the development of communications and work collaboratively to build strong external relationships and meet agency needs.

  • Identify potential accounts by obtaining information, referrals, and recommendations from existing accounts and other contacts and/or through participation at events.

  • Enter client information that has been gathered through research and/or through direct agency contact into the CRM system, to ensure that the organization has quality data to enable effective retention and organization development activities.

  • Identify, within the team, instances of noncompliance with the organization's policies and procedures and/or relevant regulatory codes and codes of conduct, reporting these instances and escalating issues as appropriate.

  • Develop own capabilities by participating in assessment and development planning activities as well as formal and informal training and coaching; gain or maintain external professional accreditation, where relevant, to improve performance and fulfill personal potential. Maintain an understanding of relevant technology, external regulation, and industry best practices through ongoing education, attending conferences, and reading specialist media.

Additional Job Description:

Required Qualifications for State Agency Liaison:

Associate's degree in a related field, OR a combination of post-secondary training, professional education, and related experience equivalent to two (2) years.

Two (2) years of demonstrated experience in state agencies including purchasing/ procurement, contract management, state agency operations, public administration, or other directly related experience; of which the total years of experience include:

  • Experience working with or within state agencies, including purchasing/procurement, contract management, state agency operations, or administration.

  • Experience in sales, business development, or strategic account management focused on public sector clients, preferably state agency clients.

Required Qualifications for Senior State Agency Liaison:

Bachelor's degree in a related field, OR a combination of post-secondary training, professional education, and related experience equivalent to two (2) years.

Experience

Four (4) years of demonstrated experience in state agencies including purchasing, procurement, contract management, state agency operations, public administration, or other directly related experience; of which the total years of experience include:

  • Experience working with or within state agencies, including purchasing/procurement, contract management, operations, or public administration.

  • Experience in sales, business development, or strategic account management focused on state sector clients.

Required Qualifications for Principal State Agency Liaison:

Bachelor's degree in a related field, OR a combination of post-secondary training, professional education, and related experience equivalent to four (4) years.

Six (6) years of demonstrated experience in state agencies including purchasing, procurement, contract management, state agency operations, public administration, or other directly related experience; of which the total years of experience include:

  • Experience working with or within state agencies, including purchasing/procurement, contract management, operations, or public administration.

  • Experience in sales, business development, or strategic account management focused on state sector clients.

Location:

  • This is a remote position and is subject to Sourcewell's telecommuting policies and procedures.

  • Must be able to meet travel requirements for this position, which is approximately thirteen-fifteen (13-15) times per year including occasional travel to Staples, MN for meetings, professional development or team activities. Notice will be given ahead of time.

Seeking representative to support:

  • State Agency Liaison - Southeast region supporting the District of Columbia, Florida, Georgia, Indiana, Kentucky, Maryland, North Carolina, Ohio, South Carolina, Virginia, and West Virginia. Preference for this role will be given to candidates who reside in Florida, Georgia, or Ohio.

    OR

  • State Agency Liaison - Northeast region supporting Connecticut, Delaware, Maine, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont. Preference for this role will be given to candidates who reside in Maryland, Michigan, or Pennsylvania.
