Salary Range:

Community Development Administrator, Grade 9, $71,047.09 - $99,465.92 per fiscal year, commensurate with experience.

Senior Community Development Administrator, Grade 11, $81,341.82 - $113,878.54 per fiscal year, commensurate with experience.

Job Description Summary:

This position provides expertise regarding a variety of community development activities and complex advisory to multiple cities on planning and zoning, economic development, administrative decisions, and changing community concerns. This person serves as a staff liaison to a multitude of boards and commissions and provides facilitation and technical advisory regarding zoning administration to regional cities by applying county and city codes, local ordinances, and statutory regulations. The position oversees the preparation and execution of planning and community development documents and works with a variety of state and local stakeholders.

Job Description:

Essential Duties and Responsibilities

1. Provides community development advisory and zoning administration functions for regional cities

a. Leads and facilitates public meetings

  • Leads routine Planning Commission/Board of Adjustment meetings for a portfolio of cities and provides consistent advisory and technical expertise to government officials.

  • Conducts periodic public meetings across a variety of jurisdictions with government officials, attorneys, developers, media, members of the public, and/or other affected stakeholders to formulate, develop, or address issues regarding land use or community plans.

  • Attends evening meetings in support of multiple cities. Number of meetings per month may vary based on city and project.

  • Interprets and applies relevant county and city codes, local ordinances, and statutory regulations in an advisory capacity to government officials.

  • Provides administrative recommendations regarding ordinance requirements, findings of fact, conditions of approval, and/or appeals processes to cities.

  • Prepares reports for multiple Planning Commissions/Boards of Adjustment and City Councils and offers strategies to promote community development and efficient land use consistent with community goals.

b. Administers local and state ordinances, codes, and regulations

  • Manages and processes variances, rezones, conditional use permits, subdivisions, and zoning amendments by accepting land use applications and supporting documentation, checking for accuracy and completeness, calculating fees, routing to appropriate staff, notifying the public, and/or writing staff reports as directed.

  • Explains land use and related code information directly to city residents and provides guidance on requirements and/or approval process.

  • Meets with developers and business owners on new projects and business expansions to discuss plans and community development programs.

  • Performs field inspections to gather data relevant to the development review process and/or to verify that projects conform with city ordinances, codes, plans, and regulations.

  • Writes enforcement letters to correct land use deficiencies or violations of land use regulations.

  • Writes and revises a variety of ordinances, land use regulations, and land use applications, forms, and fee schedules, in partnership with government officials.

  • Demonstrates an ability to communicate effectively, orally, and in writing, to internal and external stakeholders on local community development needs, and procedures.

c. Develops, maintains, and updates city records and resources

  • Develops and writes recording documents for conditional use permits, interim use permits, variances, and rezones and advises on the filing process with County Recorder, in compliance with state guidelines.

  • Conducts extensive research in specific and general community development project areas and identifies best practices for emergent, contentious local issues, like food trucks, outdoor markets, short-term rentals, and drive-thrus.

  • Conducts research, attends professional development, and works cooperatively with the Sourcewell General Counsel to remain apprised of legislative decisions that may supersede local authority, like cannabis legalization and transitional housing provisions.

  • Reviews city comprehensive plan and other long-range planning documents such as housing studies, park and trail plans, transportation studies, and downtown plans.

  • Updates GIS files and maps, in partnership with external consultants.

  • Consults with counties, cities, and state agencies, like the Department of Natural Resources, Minnesota Department of Transportation, and Minnesota Pollution Control Agency, to ensure up-to-date resources are available for regional cities.

d. Cultivates and maintains relationships with stakeholders

  • Acts as a liaison among community groups, state agencies, industry leaders, and government officials to make complex land use decisions; prepares agendas; facilitates discussions, when needed; and provides technical support.

  • Provides input to local governments and statewide entities regarding community development, economic development, planning, and program administration.

  • Mediates conflict to achieve common vision for land use and suitable consideration of state statutes, local ordinances, and public opinion.

  • Engages collaboratively with Community Development Administrator colleagues to analyze complex land use issues, share best practices and templates, and navigate political landscapes of local decision-making.

  • Provides routine reports to supervisor of current activities and upcoming projects.

2. Collaborates with Community Solutions Specialists to develop in-depth understandings of unique city, county, township, and nonprofit trends to cultivate relationships and address regional needs

a. Fosters trusted, well-rounded relationships with government officials to serve as conduit for questions
regarding Sourcewell and other regional or statewide resources.

b. Partners with Resource Development Administrators to visit entities and gather insight regarding
appropriate revisions to Sourcewell programs and resources.

c. Co-facilitates regional zoning administrator meetings to share challenges, resources, and best practices.

d. Co-leads city cross-training with Community Development Administrator colleagues to analyze regional
trends and provide beneficial connections, as appropriate

e. Offers guidance regarding administrative concerns of City Council and Planning Commissions/Boards of
Adjustment and suggests professional development and resources, as appropriate.

f. Provides a calm, professional presence throughout the navigation of change and, at times, contentious
local politics.

g. Executes the strategic plan through work with Community Solutions team

3. Provides routine feedback and input toAssociate Director of Community Development regarding department strategic planning, implementation of identified strategies, and visioning for the future

4. Other duties as assigned include, but are not limited to:

a. Represents Sourcewell at various industry conferences as a speaker, vendor/exhibitor, or attendee.

b. Travels routinely to regional cities, counties, townships, and nonprofits as well as state associations.

Additional Job Description:

Required Qualifications

  • Bachelor’s Degree in a planning-related field, AND

  • Three years of professional planning work experience in one or more planning specialties such as economic development, community development, comprehensive planning, transportation planning, zoning, housing, and/or environmental planning, OR

  • An equivalent combination of post-secondary education and training, and professional work experience equal to 7 years, AND

  • Experience in reviewing plans and applying provision of the ordinances and codes to determine compliance with regulations and to apply regulations to field conditions

  • Experience in preparing, amending, and adopting Comprehensive Plans

  • Experience in technical studies, development of short and long range plans, and other related planning documents

  • Experience with strategic planning, strategy development, and implementation

  • General knowledge and ability in GIS tools and software

  • Strong presentation and facilitation skills

  • Experience with public participation techniques as applied to planning and community development projects

Preferred Qualifications

  • Master’s Degree in community development-related field

  • Five years of professional planning work experience in one or more planning specialties such as economic development, community development, comprehensive planning, transportation planning, housing, and/or environmental planning

  • Current AICP certification

In addition to the above, the Senior Community Development Administrator required qualifications include:

  • Bachelor’s Degree in a planning-related field, AND

  • Five (5) years of professional planning work experience in one or more planning specialties such as economic development, community development, comprehensive planning, transportation planning, zoning, housing, and/or environmental planning, OR

  • An equivalent combination of post-secondary education and training, and professional work experience equal to 9 years, AND

  • Experience in reviewing plans and applying provision of the ordinances and codes to determine compliance with regulations and to apply regulations to field conditions AND

  • Experience in preparing, amending, and adopting Comprehensive Plans

  • Experience in technical studies, development of short- and long-range plans, and other related planning documents

  • Experience with strategic planning, strategy development, and implementation

  • General knowledge and ability in GIS tools and software

  • Strong presentation and facilitation skills

  • Experience with public participation techniques as applied to planning and community development project.

  • This is a remote position, within Minnesota, and is subject to Sourcewell's telecommuting policies and procedures. Applicants should be located within feasible proximity to the counties we serve.

  • We serve cities located in Region 5 (Cass, Crow Wing, Morrison, Todd, and Wadena). This position will be assigned multiple cities to provide zoning administration services.
