Sabot Consulting is seeking a Senior Project Manager to lead Organizational Change Management efforts for our end client Multipurpose Senior Services Program (MSSP). This role is responsible for planning, managing, and overseeing OCM activities supporting the implementation of a single statewide case management system serving 36 MSSP Providers statewide. The Senior Project Manager will serve as a key leader responsible for delivery governance, stakeholder engagement, change planning, execution oversight, and successful delivery of fixed‑price OCM deliverables in accordance with our standards and timelines.
Responsibilities:
- Analyze existing business processes to identify inefficiencies, bottlenecks, and improvement opportunities.
- Collect and interpret data related to process performance, cost, quality, and stakeholder impact.
- Benchmark current processes against industry standards and best practices.
- Redesign and optimize processes to improve efficiency, quality, and scalability.
- Lead and manage OCM initiatives for a large, multi‑stakeholder, enterprise‑wide IT implementation.
- Apply PMI‑based project management principles, methodologies, tools, and best practices.
- Develop and maintain integrated OCM project schedules covering tasks, milestones, and deliverables.
- Ensure compliance with CDA contract requirements, deliverable acceptance processes, and escalation protocols.
- Lead development and execution of OCM strategies.
- Baseline and readiness assessments.
- Gap analysis between current (“as‑is”) and future (“to‑be”) states.
- Change management plans, communication strategies, and success metrics.
- Guide implementation of change initiatives supporting adoption of a statewide case management system.
- Measure change effectiveness and recommend corrective actions as needed
Must Have:
- Minimum 7 years of progressively responsible experience applying project management principles, methods, techniques, and tools.
- At least 4 years serving as a Senior Project Manager on one or more large or complex IT projects.
- Bachelor’s degree (additional qualifying experience may substitute on a year‑for‑year basis).
- Active Project Management Professional (PMP) certification (required; non‑substitutable)
- 3 years of hands‑on experience applying Organizational Change Management methodologies to enterprise‑wide IT initiatives.
- Experience working with public‑sector or government organizations.
Nice To Have:
- Experience supporting implementation or deployment of software systems within health and human services environments.
- Current Organizational Change Management certification.
- Experience managing fixed‑price, deliverables‑based contracts.
- Strong familiarity with stakeholder engagement across geographically distributed organizations.
