Summary

The Administrative Operations Analyst (AOA) collaborates with senior staff to plan and implement administrative activities providing authoritative administrative advice at all levels. The AOA establishes operational policies, and are responsible for analyzing and supporting business operations, analyzing and managing administrative processes, planning and managing workload forecasting, and participating in strategic human capital management projects.

Duties

As a Administrative Operations Analyst, GS-0301-13 NF, you will perform the following duties:

  • Business Operations Analysis and Management: Develops and implements efficient business policies, processes, and procedures; evaluates organizational operations; and advises leadership on operational changes and compliance with Federal and NSF guidelines.
  • Administrative Analysis and Management: Conducts qualitative and quantitative analyses of administrative practices, provides guidance on administrative policies, and manages systems to prevent waste, loss, or misuse of assets.
  • Workload Forecasting, Planning, and Management: Analyzes funding accounts, resource requests, and staffing needs to support organizational goals, and provides recommendations for fund allocation, workforce planning, and resource management.
  • Strategic Human Capital Support: Drafts policies for human capital activities, participates in strategic planning, and manages training programs.
  • Technical Leadership and Guidance: Leads complex projects, coordinates teams, monitors progress, and provides technical advice and training to staff on NSF systems, policies, and procedures.
  • Collaboration and Representation: Represents the organization in discussions with other NSF divisions and external stakeholders, advocating for organizational programs and addressing administrative concerns.
  • Other duties as assigned.

Additional Requirements:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level analyzing, leading, and managing business operations, administrative processes, and programs for an organization.

Examples of experience could include:
  • Using qualitative and quantitative approaches to evaluate and oversee business and administrative operations,
  • Planning and managing workload forecasting,
  • Leading strategic human capital management projects,
  • Making recommendations to leadership to provide support and serve as an advocate for organizational programs.


Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
